This notice is not a request for proposal and a solicitation will not be publicized. This acquisition is expected to be conducted under the authority of FAR 6.302-2 (Unusual and compelling urgency).
The U.S. Department of State intends to procure additional radar systems and accessories to support an International Narcotics and Law Enforcement program from Echodyne Corp, on a non-competitive basis. The Government intends to award a single award to streamline the acquisition process and acquire these items directly from the small business manufacturer. The contract will allow for support services, additional radars, and related accessories.
In 2024, INL procured approximately 40 Echodyne Corp radar systems at an overall cost of approximately $22 million for two countries, including training, spare parts, and logistics support for radar deployment. The radars are currently operational for INL programs and have proven to be successful. Reference delivery orders 19AQMM24F2077 and 19AQMM24F2112, which were awarded using competitive procedures via IDIQ number 19AQMM21D0042.
A transition to a new radar system will cost the government millions of dollars in reinvestment of new equipment, training, and critical software upgrades. INL expects it would require at least one (1) year to retrain partner nations’ personnel and procure additional equipment for a similar successful deployment.
