    ADVERTISEMENT FOR BIDS
    SEALED INVITATION TO BID (ITB) for the furnishing of the necessary materials and construction of:
    EB-5818 – GREENWAY CONNECTOR
    CLEARING, GRADING, PAVING, DRAINAGE, LANDSCAPING, AND
    STRUCTURES FOR THE CITY OF STATESVILLE GREENWAY CONNECTOR UNDER US 21
    FOR THE CITY OF STATESVILLE, NORTH CAROLINA
    will be sent out on November 15, 2025, and will be received by the City of Statesville in the
    Training Room, 2nd Floor of the City Office Building, 301 S. Center Street, Statesville, NC
    28677 until
    2:00 PM, LOCAL TIME
    On THURSDAY, December 18, 2025
    and at that time and place will be publicly opened and read aloud.
    A NONMANDATORY Pre-Bid Conference will be held at 2:00 PM local time on Thursday, November 20,
    2025 in the Training Room, 2nd Floor of the City Office Building. Interested parties may attend this meeting
    to review the plans, ask for additional information or clarification, and to visit the project site.
    THE PROJECT GENERALLY CONSISTS OF the furnishing of all materials, labor and equipment for the
    construction of a 0.5 mi section of a hardscape pedestrian facility that will connect approximately 5 miles of
    greenway under US 21 north and all associated work including, but not limited to, clearing, grading, paving,
    drainage, landscaping, and structures.

    Each bid shall be accompanied with a cash deposit or certified check drawn on a bank or trust company
    insured by the FDIC or a Bid Bond prepared on the form of Bid Bond contained in the Bidding Documents
    or a Surety Company's standard form and properly executed by a corporate surety licensed under the laws
    of North Carolina to execute such bonds. The amount of the bid bond shall be equal to five (5) percent of
    the total of the bid. The bid deposit shall be retained by the Owner if the successful bidder fails to execute
    the contract or fails to provide the required bonds, as stated above, within fourteen (14) days after the proper
    notice of award of the contract.
    All Bidders must be prequalified by NCDOT as a Prequalified Bidder or PO Prime for their specific discipline
    and must comply with the requirements of the State of North Carolina and be appropriately licensed as a
    Contractor as provided in General Statutes Chapter 87. Before beginning work, subcontractors of all levels
    must be prequalified by the NCDOT to perform the specified work codes. The application to prequalify as a
    Prequalified Bidder, PO Prime, or as a subcontractor on any level contract can be located online and available
    here: https://connect.ncdot.gov/business/Prequal/Pages/default.aspx. The application must be completed to
    demonstrate sufficient ability and experience in related construction projects to perform the work, sufficient
    and readily available equipment to perform contracts in a timely manner and a completed Safety Index Rating
    Form.
    Bidders are encouraged to only secure project bid documents as noted above. Neither the Owner nor the
    Engineer will be responsible for full or partial sets of Bidding Documents, including any Addenda,
    obtained from any source other than the Engineer and their representative plan provider. Each Bidder
    shall be responsible for the review of all addenda for the project and shall acknowledge the addenda on
    the bid form.
    All bids shall be in accordance with Section 102 of the 2024 Standard Specifications, and any award of
    the contract will be made in accordance with Section 103 of 2024 Standard Specifications.

    Pursuant to General Statute 143-48 and Executive Order #150, The City of Statesville invites
    and encourages participation in this procurement process by businesses owned by minorities,
    women, disabled, disabled business enterprises and nonprofit work centers for the blind and
    severely disabled. The City of Statesville reserves the right to reject any or all bids and to accept
    any bid which is deemed to be in the best interest of the City of Statesville.
    The Owner reserves the right to reject any and all Bids, to waive informalities, or to reject non-
    conforming, non-responsive, or conditional bids. The Owner reserves the right to award a
    contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality,
    performance, and time.
