Invitation
Columbus County Schools is soliciting sealed proposals from qualified, licensed utility
contractors to furnish all labor, materials, equipment, supervision, transportation, testing,
restoration, and incidentals necessary to construct approximately 1,960 linear feet of 3-inch
off-site sewer force main extending from East View School to the Town of Bolton's sewer
collection station.
Project Description
The project consists generally of the installation of approximately 1,960 linear feet of 3-inch
sewer force main beginning at East View School and terminating at the Town of Bolton
sewer collection station. The complete Scope of Work, plans, specifications, and special
provisions are included in the attached documents and are incorporated into this RFP.

Scope of Work
Includes installation of force main, excavation, trenching, pipe installation, connections,
fittings, boring where required, backfill, restoration, erosion control, testing, inspections,
and all work shown in the attachments.
Contractor Qualifications
Licensed NC contractor with utility experience, insurance, OSHA compliance, and references
for similar work.
Proposal Requirements
Include company information, license, insurance, price proposal, schedule, references,
subcontractors, and acknowledgment of addenda.

Submission
Deliver sealed proposals to Timmy Ward, Maintenance Director, Columbus County Schools,

September 3, 2026 at 1PM.

The applicant, Columbus County Board of Education, is requesting a utility encroachment
agreement for installation of 60 LF of a 3" SDR-21 sanitary sewer force main inside 8" steel
casing to be installed by Jack & Bore method under NC 214 Green Swamp Rd. S. Enclosed with
this cover letter are the plans and encroachment agreement application.
The expected schedule for the proposed utility construction listed above is Fall 2026 through
Early Winter 2026.
