REQUEST FOR PROPOSALS
LEASE OF BANK SPACE AT 382 NORTH MAIN STREET
The Town of East Longmeadow, acting by and through its Town Manager is accepting
proposals from qualified proposers to lease the bank office space located in the Town-
owned building at 382 North Main Street, East Longmeadow, Massachusetts for a term of
four (4) years without the option to renew and/or extend the lease term.
The Request for Proposals (RFP) documents may be obtained by contacting the Town
Manager’s Office, 60 Center Square, East Longmeadow, MA 01028. Phone (413) 525-
5400 ext. 1100 and at www.eastlongmeadowma.gov. RFP documents are available
Thursday, May 21st at 8:00 a.m. until Friday, June 5th at 4:00 p.m. Submission
deadline is Monday, June 15th at 10:00 a.m. The Town reserves the right to reject any
and all proposals.

1. PROCEDURE FOR OBTAINING SUBMITTING REQUEST FOR PROPOSALS
1.1All potential proposers are advised that the Town is conducting this procurement
under the "REQUEST FOR PROPOSAL" (RFP) process under t h e
M assachusetts Uniform Procurement Act Chapter 30B.
1.2Copies of this RFP will be available beginning Thursday, May 21st at 8:00 a.m.
until Friday, June 5th at 4:00 p.m., and may be obtained by requesting a copy
in person or mail from the following:

1.3Proposals must be sealed and clearly marked “382 NORTH MAIN ST. LEASE
RFP” outside of the envelope or package submitted.
1.4Price proposals must be submitted with the RFP. Price proposals must be
submitted in a separate, sealed envelope within the main proposal envelope and
clearly marked "PRICE PROPOSAL."
1.5 Proposals are due no later than Monday, June 15, 2026 at 10:00a.m. in the
Town Manager's Office identified in section 1.2.
1.6 The Town reserves the right to reject any or all proposals at its sole discretion,
without prejudice. Furthermore, the Town reserves the right to negotiate with any
proposer at its discretion.
1.7 Proposals shall be opened and recorded on Monday, June 15, 2026 at 10:00a.m.
in the Hearing Room, East Longmeadow Town Hall, 60 Center Square, East
Longmeadow, MA 01028.
1.8 Nothing herein is intended to exclude any responsible Proposer or in any way
restrain competition. All responsible Proposers are encouraged to submit proposals.
1.9 The following meaning are attached to the defined words when used in the RFP.

• The “Town” shall mean the Town of East Longmeadow.
• “Suite 100” shall mean the lease space that is subject of this RFP.
• “Property” shall mean Suite 100 and the building at 382 North Main Street, East
Longmeadow, Massachusetts, collectively.
• “Proposer” means the person, firm, or corporation submitting a proposal in response to
the RFP.
• “Minimum and Mandatory Evaluation Criteria” means the criteria for determining the
relative merits of both the proposed plans and the proposed Lessee.
• “Comparative Evaluation Criteria” means the criteria for determining the relative merits
of both the proposed plans and proposed Lessee.
• “Preferred Proposer” means the Proposer that is selected through this RFP.
• “Lease” means the lease agreement entered into by Preferred Proposer and the Town
that is the subject of the RFP.
• “Lessee” means the Preferred Proposer that enters into a lease with the Town through
this RFP.
• “Base Rent” means the fixed minimum amount of rent Lessee is required to pay for
renting the Suite 100, as negotiated and specified in the Lessee agreement. Proposers
should take into account the fair market rent as determined by the Town and provided
in Section 4 below.
2. PROPERTY DESCRIPTION
The Town of East Longmeadow is offering for lease approximately 4800 square feet of
commercial bank and/or financial office space (hereinafter referred to as “Suite 100”)
located on the first floor of the commercial office building at 382 North Main Street,
East Longmeadow, Massachusetts (collectively referred to as the “Property”).
The Property is Zoned in the Commercial District. Operations must be consistent with
the permitted uses in said district.
The Property was constructed in 1996, is served by forced hot air gas fired furnace
and central air conditioning. Suite 100 was previously occupied by a national or state-
chartered retail banking or savings and loan institution and is presently equipped with
the following:
a. Night Deposit Head and Receiving Safe
b. Vault
c. Safe Deposit Boxes
d. Teller Counters
e. ATM Machine
f. NCR5688 Kiosk; and
g. Drive-Up Window
Any removal and/or alteration to the features listed above of Suite 100 shall require
complete restoration of the wall and all other components of both the interior and
exterior of the Property in a manner that maintains the architectural integrity of the
remainder thereof.

The proposer shall include and provide a description of any proposed alterations,
installations, additions or improvements, other than moveable furniture and movable
trade fixtures to Suite 100, including any removal or alteration of the aforementioned
features listed above as a-g. All alterations, installations, additions or improvements
proposed shall be made at the expense of the Lessee performed promptly and in a
good and workmanlike manner and shall be performed in such a manner that no
mechanic’s, materialman’s or other similar liens shall attach to the Lessee’s interest
and in no such event shall the Lessee permit, or be authorized to permit any such liens
or other claims to be asserted against the Town, its rights, estate and interest with
respect to the Property or the Lease.
All alterations, installations, additions or improvements other than movable furniture
and movable trade fixtures made by the Lessee to Suite 100 shall remain upon and be
surrendered with Suite 100 and become the property of the Town at the expiration or
termination of the Lease or the Lessee’s right of possession, provided however that the
Town may require the Lessee at the Lessee’s cost, to remove or restore said
alterations at the Town’s request.
3. LEASE TERMS AND CONDITIONS
The Town will give preference to proposals that accommodate specific lease terms
over higher rent due to the Town’s ultimate intent to convert all available suites after
the four-year term to Town Hall offices. The terms of the Lease may be subject to
negotiation, provided, however, that the Lease shall include terms substantially similar
to the following:
3.1 Suite 100 is delivered to Lessee and Lessee accepts Suite 100 in its present
condition “AS IS,” it being agreed that Lessee has had an opportunity to
examine Suite 100 in all respects, that the Town has made no representations
or warranties of any kind with respect thereto, and that the Town shall have no
obligation to do any work on, or make any improvements to Suite 100 of the
condition thereof.
3.2 No broker’s commission shall be paid by the Town, and Lessee shall indemnify
and hold harmless the Town from any claims for such commission.
3.3 Lessee agrees to indemnify and to hold the Town harmless from any and all
claims arising from Lessee’s use of Suite 100 and/or the Property for the
conduct of its business or from any activity, work, construction and hold
harmless the Town from and against any and all claims arising from any
breach or default in the performance of any obligation on Lessee’s part to be
performed under the terms of the Lease, or arising from any act or omission of,
or due to the negligence of the Lessee, or any officer, agent, employee, guest
or invitee of the Tenant, and from and against all costs, attorney’s fees,
expenses and liabilities incurred in or related to any such claim or any action or
proceeding brought thereon.

3.4 Lessee agrees to obtain and maintain in full force from the commencement
date of the Lease, until the expiration or other termination thereof, and
thereafter so long as the Tenant is in occupancy of any party of Suite 100, a
policy or policies of comprehensive commercial general liability insurance and
property insurance covering damage to or loss of personal property, fixtures
and equipment of the Lessee in such amounts as required by the Town.
Additionally, Lessee shall maintain all additional worker’s compensation and
employee’s liability insurance coverage and/or other coverages in such
amounts as required by the Town.
4. RENT & UTILITIES
The Town is interested in proposers who will lease Suite 100 at fair market rent, which
the Town has determined to be $26.50 per square foot. Proposers should take this into
account when preparing a proposal for consideration by the Town. Such amount shall
be referred to as “Base Rent”.
Proposers are informed that the Lease shall be triple next lease, and that all costs,
expenses and obligations of any kind relating to the Property, including without
limitation all construction, alterations, maintenance, repairs, restoration, reconstruction
and replacement that may arise or become due during the terms of the Lease shall be
paid by Lessee at Lessee’s sole cost and expense. All payments of rent shall be
absolutely net to the Town so that this Lease shall yield to the Town the specified rent
herein specified in each year during the term of the Lease free of any taxes,
assessments, charges, impositions or deductions of any kind charged, assessed or
imposed on or against Suite 100.
In addition to base rent the Lessee shall be responsible for utilities, taxes and
insurance for Suite 100 and shall be responsible for common area maintenance
expense and/or operating expenses paid or incurred by the Town because of or in
connection with the ownership, management, operation, repair, maintenance, or
security of the Property and the shared common areas.
5. INSTRUCTIONS AND CONDITIONS FOR PROPOSERS.
5.1 Each proposal submitted shall contain one original.
5.2 The successful Proposer shall execute a standard lease agreement for real
estate.
5.3 Each Proposer shall be required to execute the forms and certifications
attached hereto, as identified in “Required Proposal Submission Forms” below.
5.4 The Town reserves the right to interview or to seek additional information from
any Proposer after the opening of Proposals but before entering into a lease
agreement to reject a Proposal if it deems it to be in the best interests of the
Town and to award a lease to the next qualified Proposer.
