Invitation to Bid

City of Winder, Georgia (Owner) is requesting Bids for the Construction of the following Project:

Earthen Dam Renovation- Winder Water Reservoir #2 (aka Laurel Lane Dam)

Capital Project# UT23-12A

Sealed Bids for the Construction of the Project will be received at the front desk of the Public

Utilities Facility, 138 Sweetwater Trail, Winder, Georgia 30680 (Clearly Marked Attention: Robert

Cheshire, Renovation of Winder Water Reservoir #2, Project #UT23-12A), until Thursday,

August 7, 2025, at 3:00 p.m., local time. Soon thereafter, all received bids will be opened publicly

and read aloud.

The Renovation Project generally consists of the following Work:

Installation of an additional internal seepage drainage system near the downstream toe of

the earthen dam utilizing a combination of fine & coarse aggregate along with new PVC

collection pipes. The stabilization of the outlet support (endsill) for the existing RCP principal

spillway conduit through the placement of flowable fill/ non-shrink grout in existing voids.

Revegetation of areas disturbed by the renovation to the earthen dam.

Bids are requested for the following Contract: Agreement Between Owner and Contractor For

Construction Contract (Stipulated Price): Earthen Dam Renovation- Winder Water

Reservoir #2 (Laurel Lane Dam).

The Project has an expected duration of 35 days.

Pre-bid Meeting:

No formal pre-bid meeting will be held for this project. However, prospective bidders are

encouraged to attend a City/Engineer facilitated site visit on Wednesday, July 23, 2025, at 10:00

am. Note: The property where the Dam/ Reservoir is located (near the end of Laurel Lane) is gated

and not open to the general-public, thus access is limited. All questions must be submitted in

writing to the Engineer of Record, Brian Kimsey, PE, via email at brian@carterengineering.com

by 2:00 pm, Thursday, July 31, 2025. No Bids will be accepted by fax or email. All bids must be

physically submitted as noted above.
