Eagle Point WTP Boiler Replacement Project

The City is seeking a consultant to develop a complete design for the Eagle Point WTP Boiler Replacement Project. The City also prefers that the Consultant be responsible for supervising any work that may be sub-contracted, including third party inspection firms. Based on written recommendation and agreement between the Consultant and City, the City shall enter into subconsultant contracts independent of this contract if required.

This project provides for the design of the replacement of the aging boilers and heating systems at the Eagle Point WTP. The existing boilers at the main plant facility were installed in 1995 and are nearing the end of their service life. New boilers will be more fuel efficient and will contribute to less carbon emissions. The existing boiler at the sludge plant building is also aging and was evaluated for replacement to improve redundancy and reliability.

The Selected Alternative for design scope is expected to include:

− Main Plant architectural updates to allow second means of egress from boiler room.

− Main Plant replacement of steam boilers with hot water boilers (2x at 2,500 MBtu each and 1x at 399 MBtu).

− Main Plant replacement of steam piping and terminal units with hot water piping and terminal units.

− Sludge Plant replacement of steam boiler with hot water boilers (4x at 399 MBtu, each)

− Sludge Plant replacement of steam piping and terminal units with hot water piping and terminal units.Page 6 of 38

The design will focus on creating design and construction documents necessary for bidding and construction activities. Modifications to the design specifics or evaluations of alternate arrangements shall be per recommendations of selected consultant during design
