Description
This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested.
The National Institutes of Health (NIH) intends to award a firm fixed price purchase order to Alliant Enterprises LLC of Grand Rapids, Michigan 49505-6014.
The purpose of this acquisition is for the Department of Perioperative Medicine to replace ten (10) Mindray Anesthesia Systems. This group of anesthesia machines has exceeded the recommended ten years of use by the American Hospital Associate (AHA) and is scheduled for Capital Equipment Replacement. These anesthesia systems are essential for anesthesia care for research participants at the NIH Clinical Center who undergo surgeries and procedures.
The Department of Perioperative Medicine currently possesses the previous versions of the Mindray Anesthesia Systems (A5 and A7). In order to keep supplies and parts standardized, such as carbon dioxide absorbent cannisters and gas analyzers, DPM seeks the Mindray A9. Furthermore, in order to provide patients with difficult airways with optimal oxygen maintenance, an anesthesia system that incorporates Hi Flow Nasal Oxygen (HFNO) is required. The Mindray A9 is the only anesthesia system in the market with this feature. The Mindray A9 will provide more advanced technology and will still be compatible with the remaining Mindray A7s in DPM’s fleet of anesthesia systems which is currently used by the anesthesia care providers.

The proposed vendor, Alliant Enterprises LLC, is the only authorized distributor of the Mindray A9 Anesthesia Systems on behalf of Mindray North America.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
