Contractors
You are invited to submit a proposal for Chugach Work Order E2290300, Quartz Creek to Sterling T-Line
Rebuild Project 2: Structure 12-7 to Structure 31-3, located near Sterling, AK.
Non-Disclosure Agreement (NDA) Required:
The documents provided by Chugach are confidential; the Bid Documents and attachments contain
large amounts of system information. These documents will be provided upon receipt of a Non-
Disclosure Agreement (NDA) provided to prospective Bidders by Chugach. Prospective Bidders may
coordinate with Chugach for NDA paperwork as necessary.
Access to the Bid Documents will be provided to the Bidders through ShareFile upon receipt of the
NDA.
The Quartz Creek to Sterling 115kV Transmission Line is approximately 39.3 miles and is being upgraded
to 230kV standards. The line was originally built primarily with wood H-frame tangents and guyed wood
3-pole angle structures. The existing conductor is 556.5 kcmil, ACSR "Dove" and the line is insulated to
115kV. The project to rebuild the line to 230kV standards has been split into three separate projects: Project
1 is approximately 8.2 miles from structure 31-3 to the Sterling Substation. Construction of Project 1 was
completed during the winter construction season of 2024-2025. Project 2 is approximately 18.5 miles from
structure 12-7 to structure 31-3, and Project 3 is approximately 12.8 miles from structure 0-6 near the Quartz
Creek Substation to structure 12-7. This ITB only covers Project 2.
The new line configuration for Project 2 will consist largely of steel H-frame structures with direct embed
foundations for the tangent structures. H-frames in soft peat bog areas will utilize driven pipe pile
foundations. All angle structures including running angles and large angle deadends will be self-supporting
steel poles. Foundations for the self-supporting steel poles will be driven pipe piles or drilled concrete piers.
The re-built line section of Project 2 will use 795 kcmil, ACSR "Drake" conductor. All new structures will
be insulated to 230 kV. Overhead optical ground wire (OPGW) fiber optic cable will be added to the new
transmission line structures and installed in the shield wire position on one side of each structure. The shield
wire on the other side of each structure will be a 7/16" EHS overhead ground wire (OHGW). The OPGW
fiber will be terminated in splice boxes at structures 12-7 and 31-3.
This project is subject to the union signatory sections of Chugach's Outside or Generation Agreements,
please note that bidding is open to all contractors regardless of union signatory status. Contractors are not
required to be signatory to a current collective bargaining agreement with IBEW Local 1547 in order to Bid
on the project. The signatory requirement only becomes applicable to the successful Bidder once a contract
is awarded. The successful Bidder can comply by either establishing that (1) it is signatory to a current

collective bargaining agreement with IBEW Local 1547, (2) by executing a collective bargaining agreement
with International Brotherhood Electrical Workers (IBEW) Local 1547, or (3) by executing an agreement
with IBEW Local 1547 to comply with the terms and conditions set forth in the most current agreement
between IBEW Local 1547 and the Alaska Chapter National Electrical Contractors Association (NECA),
Inc. If the successful Bidder elects the third option, the Agreement will be limited to the scope of the work
and duration of the project.
Please base your Bids on the following conditions:
* All Contractor Bids must be valid until 5:00 PM Alaska Time, October 30, 2026. After that time
the Contractor shall have the option of retracting its Bid. Projects awarded as late as and including
the last day the Contractor's Bids are valid and not subject to contractor claim for delay of award.
* Contractor shall begin work within 30 calendar days of Notice to Proceed (NTP).
* Completion date is June 30, 2027.
* Liquidated Damages (LDs) in the amount of $15,000 per outage day in excess of 80 total project
outage days unless there are special extenuating circumstances that are approved by Chugach. LDs
will continue for each day Contractor fails to complete the work by the completion date specified
above.
* As-built drawings are required.
* A Bid Bond is required.
* Builder's risk insurance is required.
* Written releases of liens are required.
The following items must be included in the Bid proposal or the Contractor will be considered unresponsive:
1. A Bid Bond is required. A Bid Bond in the amount of 10% of the bid shall be provided with the bid
documents. A certified check made payable to "Chugach Electric Association, Inc." may be
substituted for the Bid Bond.
2. A detailed work plan with schedule in MS Projects format
3. Company organizational chart with resumes of key personnel
4. Acknowledgement of addenda
5. Bid sheet
6. Bid schedule (PDF and excel file)
7. List of subcontractors (include a description of the service that they will provide on this project)
8. List of assumptions, exceptions, and qualifications

Password protected bids shall be submitted by email To:
QuartzCreektoSterlingProject2@chugachelectric.com and a second email containing the password
must be submitted to QuartzCreektoSterlingProject2@chugachelectric.com to open the bid that
must be received prior to 2:00 PM AKDT July 28, 2026.
The Notice to Proceed (NTP) shall not be issued until Chugach has received (1) all bonds required in
the ITB and properly executed by the appropriate individuals and (2) a certificate of insurance
establishing coverage as required by this ITB and specifications (3) a project specific health, safety,
and environmental (HSE) plan (4) an updated construction work plan. The contract time allowed for
completion of this contract shall not be extended or suspended due to any delay by Contractor in
providing these documents necessary for the Notice to Proceed to be issued.
No work shall begin until the successful Bidder has been issued a written NTP.
A pre-construction conference will be required. Weekly construction progress meetings will be required.
All work shall be performed in compliance with all applicable local, state and federal ordinances, orders,
statutes, rules and regulations.
The Contractor shall furnish all material required for the project that is not indicated on
Chugach's Owner Furnished Material list. Chugach must approve all Contractor-furnished
material prior to installation.
Be advised there are additional items and updated delivery dates reflected in the Owner Furnished
Material.
The Contractor shall secure locates and assume responsibility for damage to any and all overhead and
underground facilities.
Construction of this project will involve work on energized equipment. Outages will be granted based
on approval of Contractor's detailed construction work plan.
Outages will be subject to advanced coordination/notification and Chugach electrical system
requirements in effect for the time period the outage is requested. Outages are subject to system
conditions.
Contractor shall take delivery of all materials within ten (10) business days of the NTP unless previously
agreed to otherwise.

Contractor's workmanship shall be warranted for (2) years following Chugach's acceptance of the project
completion documentation.
Unit Bids shall reflect all work noted on the staking sheets even if not assigned a separate unit description.
All Initiator Change Order Requests (ICORs), as well as Time and Materials (MH), must be pre-approved
by Chugach before commencement of the work.
The Contractor will not energize new or existing primary facilities in the absence of Chugach's site
representative unless advanced written approval is secured from Chugach.
Payment for Contractor work is accomplished through use of a completed Construction Completion
Report (CCR) prepared by Chugach's site representative and signed off by the Contractor's
representative. Total payment is made on actual units completed, not on estimated units stated in the
Bid documents unless otherwise stated in writing. Chugach has no obligation to subsequently reconcile or
assist in reconciling the Contractor's billing records.
Chugach reserves the right to define and waive irregularities, to accept or reject any or all proposals/bids,
in whole or in part, and to reissue, withdraw or cancel the solicitation/project in its entirety for any reason
including its subsequent determination to perform the work in-house without liability of any type to
bidder/proposer, including but not limited to any costs associated with proposal/bid preparations
and submittal.
Bidders shall identify any exceptions to requirements in the Bid Package. The nature and extent of any
exceptions may influence the Bid award.
