INVITATION TO BID

TO: Chugach Electric Association, Inc., 2024-2025 Outside Electrical Line Construction Contract

This project involves the reconstruction and relocation of critical electrical infrastructure between the
Portage Substation and the Whittier Tunnel.
Project E2214092 includes the rebuild of existing overhead and underground electrical facilities on the
Portage side of the tunnel. All existing overhead structures and 4/0 ACSR conductors from Pole P1A
(located just outside the Portage Substation) to Poles P53A and P53B will be removed and replaced with
new double-circuit overhead structures using 336 ACSR conductors see attached design drawings for
more information. In addition, the existing underground infrastructure consisting of 1/0 CONC and 350
CONC cables running from Poles P53A and P53B to PB 2575 and PB 2174 will be replaced with
upgraded underground conduit and cable systems.
This project is subject to the union signatory sections of Chugach's Outside or Generation Agreements
contained in Exhibit N of the 2024-2025 Outside Electrical Line Construction Contract. Bidding is open
to all contractors regardless of union signatory statuses. Contractors are not required to be signatory to a
current collective bargaining agreement with the IBEW Local 1547 to bid on this project. The signatory
requirement only becomes applicable to the successful bidder once a contract is awarded. The successful
bidder can comply by either establishing that: 1) it is signatory to a current collective bargaining
agreement with IBEW Local 1547; 2) by executing a collective bargaining agreement with IBEW Local
1547; or, 3) by executing an agreement with IBEW Local 1547 to comply with the terms and conditions
set forth in the most current agreement between IBEW Local 1547 and the Alaska Chapter National
Electrical Contractors Association, Inc. If the successful bidder elects the third option, the agreement will
be limited to the scope of work and duration of the project.
Please base your bids on the following conditions:
* All Contractor bids must be valid for at least ninety (90) calendar days after the bid due date.
After that time, the Contractor shall have the option of retracting its bid. Projects awarded up to
and including the sixtieth day after the bid due date are not subject to contractor claim for delay
of award.
* Substantial completion of this project including retirement, installation, energization, and any
service cut-overs shall be completed no later than April 2, 2027. Completion, clean-up, punch
list, as-built drawings, and close out shall be no later than April 23, 2027.
* After substantial completion a site visit must be scheduled with AEA, CEA Designer, CEA
Inspector, and Contractor to review installation.
* Liquidated damages of $1,000.00 per calendar day shall apply if the Contractor fails to meet the
required completion date.
A bid bond in the amount of 10% of the bid price shall be provided with the Bid documents. A certified
check payable to Chugach Electric Association, Inc. may be substituted for the bid bond.

A Pre-Bid Conference will not be conducted for this project.

An NTP shall not be issued until Chugach has received: 1) all bonds required by this Invitation-To-
Bid (ITB) in the required amounts and forms, and properly executed by the appropriate
individuals; 2) a certificate of insurance establishing builders all risk coverage as required by this
ITB and specifications, 3) A Project Specific HSE Plan. The contract completion time allowed for
this contract shall not be extended or suspended by any delay of Contractor in providing required
documents necessary for Chugach to issue the NTP.
No work shall begin until the successful bidder has been issued a written NTP. The Contractor should not
expect the NTP to be issued at the time of Notice of Intent to Award.
A Pre-construction conference may be held based on necessity, and construction meetings will be held as
required.
All work shall be performed in compliance with all applicable local, state, and federal ordinances, orders,
statutes, rules, and regulations.
Required project material not included on Chugach's List of Owner Furnished Material shall be furnished
by the Contractor. All Contractor-furnished material shall be approved by Chugach prior to installation.
The Contractor shall secure locates and assume responsibility for damage to all overhead and
underground facilities.
Contractor's work product shall be warrantied for two (2) years following Chugach's acceptance of
project completion documentation.
Unit bids shall reflect all work noted on the drawings and staking sheets even if not assigned a separate
unit description. Whenever unforeseen or unusual field conditions dictate, Chugach reserves the right to
modify their design and/or construction unit(s) to accommodate best trench path routing, best construction
practices, as-found utility conflicts, and/or any other situation requiring design and/or construction
modifications. Determination of the price for extra work not shown in the bid will be based, to the extent
possible, on similar unit prices furnished with the project or OELCC bid units; or Chugach may elect to
compensate the Contractor for the work on a time and material basis as set forth in Section 36 'Change
Orders' of the OELCC.

The Contractor will not energize new or existing primary facilities in the absence of the Chugach site
representative/inspector unless advanced written approval is secured from Chugach.
Payment for Contractor work is accomplished through a Construction Completion Report prepared by the
Chugach site representative/inspector and signed off by the Contractor's representative. Total payment is
made on actual units completed, including any required field unit modifications, not on estimated units
stated in the bid documents, unless otherwise stated in writing. Chugach has no obligation to
subsequently reconcile or assist in reconciling the Contractor's billing records.
Chugach reserves the right to define and waive irregularities, to accept or reject any or all bids/proposals,
in whole or in part, and to reissue, withdraw, or cancel the solicitation/project in its entirety for any
reason, including its subsequent determination to perform the work in-house, without liability of any type
to bidder/proposer, including but not limited to any costs associated with bid/proposal preparations and
submittals.
Bidders shall identify any exceptions to the terms and conditions in the proposed contract included in the
ITB and design package. All exceptions must be submitted with questions on May 5, 2026. These
exceptions will be reviewed and all exceptions that are acceptable to CEA will be shared with all bidders
on the same day CEA answers are due back to contractors May 12, 2026. Contractors will be able to
select from the approved exceptions to put in with their Bids. Exceptions proposed after the provided due
date will not be considered.
