“Tender for E.C. Manning – Gibson Pass Overhead Electrical Line Phase 2 Solicitation Number; ENV26-BCP-OKAN-011,” WILL BE RECEIVED UNTIL 2:00 PM local time, April 7, 2026, at the Ministry of Environment,
Parks & Protected Areas Division, Okanagan Region.

In addition to the other eligibility requirements in these Conditions of Tender and the Tender Documents, the Bidder must meet the following requirement(s) in order to be eligible to submit a Tender:
  • Civil Contractors must be registered on the BC Hydro Registered Civil Contractor list.
  • The licensed electrical contractor must possess a Class A FSR or Class A-R FSR certification, through Technical Safety BC.E.C. Manning Park sits at the heart of the Cascade Mountains. It is within a three-hour drive of both the Lower Mainland and the Okanagan. An extraordinarily diverse landscape, easy access, and countless recreational opportunities make this one of British Columbia’s most popular parks.

    The project includes construction to extend an overhead electrical supply line from Skyview Campground to Lightning Lake Campground. The new electrical line is approximately 2.5km in length and includes 37 new poles to be installed along Gibson Pass Road. In general, the work consists of the following:

    · Install power line from Pole 38 to 72.
    · Vegetation removal to allow overhead power line installation
    · Install 12 x 3-phase tangents using 50/3 Western Red Cedar Poles.
    · Install 1 x phase dead end extension using 50/3 Western Red Cedar Pole.
    · Install 1 x horizontal angle using 50/2 Western Red Cedar Pole.
    · Install 21 x 3-phase angles using 50/3 Western Red Cedar Poles.
    · 156m of underground trenching, conduit and transformer vault
    · Traffic control during construction
    · Total Length of power line approximately 2.5km.

    Tenders must be accompanied with a bid security in the amount of 10% of the total Tendered Price.
    The lowest or any tender will not necessarily be accepted.

    A mandatory bidders meeting will be held on-line at 10:00 AM local time, March 17, 2026. Bidders must pre-register to attend the meeting. Contact Kara Heal at kara.heal@gov.bc.ca to register for the on-line meeting.
