This effort is anticipated to begin in late Fiscal Year (FY) 2025 with options for two (2) additional years of support.
The authority permitting other than full and open competition is provided by U.S.C. 3204(b)(B)(i) as implemented by Federal Acquisition Regulation (FAR) Subsection 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a competitive solicitation will not be issued. However, the Government will consider all capability statements, proposals, or quotations received within thirty (30) days after the publication date of this synopsis. A determination by the Government not to compete the subject effort is solely within the discretion of the Government.
