Improvements will include the new sidewalk, minor stormwater improvements, a section of curb and gutter, handrails, and associated grading in order for the proposed sidewalk to meet ADA Standards.

at Lancaster City Hall, 216 S Catawba Street, Lancaster, South Carolina at 2:00pm on January 7th, 2026
then at said office to be publicly opened and read aloud.

Bid security shall be furnished in accordance with the Instructions to Bidders.
If the Contract is to be awarded, Owner will award the Contract on the basis of the base bid alone.

This project is being funded in whole or in part by the Community Development Block Grant Program
(CDBG). All federal CDBG requirements will apply to the contract. All contractors are required to be
registered in the federal System for Award Management (SAM) prior to contract award. All
subcontractors are required to have a Unique Entity Identifier number. Bidders must comply with Title VI
of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours
and Safety Standards Act, 40 CFR 33.240, and Buy America Preference (BAP), imposed by the Build
America, Buy America Act (BABA), enacted under Division G, Title IX of the Infrastructure Investment
and Jobs Act (IIJA, Pub. L. No. 117-58) signed into law on November 15, 2021. Absent an approved
waiver, all iron and steel used in this project must be produced in the United States, as further outlines by
