Durham Miscellaneous Waterline Replacements Project

* Installation and reconnection of existing fire hydrants as shown on the Drawings and as
specified.
* Grading, paving, erosion control, site cleanup, and seeding.
* Disposal of excess and unsuitable excavation and removed excess materials.
* Testing of all installed water infrastructure.
* General conditions including scheduling, project coordination, field work and surveying,
environmental protection procedures, submittals and shop drawings, operations and
maintenance data, and other requirements as specified for the coordination and execution
of the Work.
The foregoing description shall not be construed as a complete description of all work required.
Beginning Wednesday, July 29th, 2026, complete Bidding Documents may be obtained from Accent
Imaging, 8121 Brownleigh Drive, Raleigh, NC 27617, (919) 782-3332, or at www.planscope.com (Accent
Imaging's Planroom). A hard copy of the Bidding Documents plus electronic files may be obtained for a
non-refundable fee of two hundred dollars ($225.00). Alternatively, an electronic copy of the Bidding
Documents can be obtained at no charge. Contract Documents must be obtained through Accent
Imaging to be on the bidders list. Bids will only be accepted from companies listed on the bidders list.
To remain up to date on any Addenda, changes, or information notices, please send an email to
bunchjw@cdmsmith.com indicating your intention to prepare a Bid for the Project. Failure to complete
this step may render your Bid non-responsive.
With each request for Bidding Documents, supply the following information: Company name, contact
person, street address, phone number, and email address for Bidding point of contact; N.C.
contractor's license with limitation and classification; indicate if the firm will be a Prime bidder,
Supplier or Sub-Contractor. Neither the Owner nor the Engineer will be responsible for full or partial
sets of Bid Documents including any addendum obtained from any other source.
The Contract Documents may be viewed, free of charge, at the City of Durham, Department of Water
Management, 1600 Mist Lake Drive, Durham, North Carolina by appointment only. Bidding Documents
may also be viewed at Engineer's office and online at: Construct Connect and McGraw Hill Dodge
Company.
Bidders are encouraged to attend the non-mandatory Pre-bid Meeting at 11:00 AM on Tuesday,
August 11, 2026 at the Department of Water Management, 1600 Mist Lake Drive, Durham, North
Carolina. Representatives of the City of Durham and CDM Smith will be present to discuss the Project.
Engineer will transmit to all prospective Bidders of record such agenda as Engineer considers necessary
to questions arising from the meeting. Oral statements may not be relied upon and shall not be binding
or legally effective.
Each Bidder must be licensed under Chapter 87 of the North Carolina General Statutes. Bidders must
conform with the provisions of the North Carolina Contractor's Licensing Act of 1925, as amended. All
Bids must include a non-collusion affidavit.

The City of Durham requires the Project to be substantially completed within 330 consecutive calendar
days, and completed within 360 calendar days from date of Notice to Proceed.
No Bid shall be considered or accepted unless at the time of its filing the same shall be accompanied by
a deposit of cash or a certified or cashier's check drawn on a bank or trust company insured by the
Federal Deposit Insurance Corporation (FDIC), in an amount equal to five percent (5%) of the amount
of the Bid. The check shall be made payable to the City of Durham. Said deposit shall guarantee that
the Contract will be entered into by the successful Bidder if the award is made. Such deposit of cash or
certified or cashier's check may be held by the City until the successful Bidder has executed and
delivered the Contract Documents, including performance and payment bond, to the City of Durham
and returned or kept in accordance with North Carolina General Statute 143-129.

In lieu of the cash deposit or certified or cashier's check mentioned above, the Bidder may file a Bid
bond in the same amount executed by a corporate surety authorized to execute such bonds in North
Carolina and conditioned as provided by North Carolina General Statute 143-129 and in the form
attached to the Bidding Documents (see Appendix F) or on file with the Engineer. Bid bond forms
enclosed as part of the Bidding Documents must be properly executed at the time Bids are submitted
before Bid will be considered. Properly executed Power of Attorney of the corporate surety's agent
shall accompany such bond and be attached to the page provided therefore in the Bidding Documents.
Bids shall be submitted under a condition of irrevocability, except as required by law, for a period of
ninety (90) days after Bid opening.
The City of Durham reserves the right to accept or reject any or all Bids, to waive any and all
informalities, and to disregard all nonconforming or conditional Bids or counter Bids, and to accepts
the Bid that will be in the best interest of the City of Durham.
