FOR
MEDIUM DUTY SINGLE AXLE DUMP TRUCK
8 - 10 CU. YD. DUMP BODY
EQUIPPED WITH FRONT MOUNT SNOW PLOW
AND
6.5 HOPPER BODY SPREADER
GENERAL PROVISIONS: Sealed bids are invited and will be received until 10:00 a.m July
24th at the Municipal Services Building, 100 Chaffin Road, Dodge City, Kansas 67801-0880.
All bids will be opened immediately thereafter.
A bid form to be used by each bidder is attached. This bid form shall be submitted, together with
complete specifications for the equipment being proposed, in a sealed envelope clearly marked
"SEALED BID: Dump Truck and Snow Plow". Failure to use said bid form may be grounds for
rejecting any such bid.
Bids submitted by mail shall be sealed in an envelope marked as indicated above and mailed in a
second envelope to the City Clerk at the address indicated.
The equipment regardless of source deemed to furnish the best service for the City will be
recommended to the City Commission. The City is exempt from State and Federal taxes.
SCOPE: This specification describes new, 2025/26 equipment. This specification describes a
new, current model and unused, single axle, medium duty dump truck chassis, to be used to carry
heavy loads, equipped with a front mount snow plow for pushing heavy snow in the winter
months, and pulling heavy loads when required. Dump Body to be a minimum of 8 - 10 cubic
yards capacity, and a 12' front mount snow plow, and a 6.5 cubic yard hopper body spreader.
All federal and state safety regulations pertaining to motor vehicle construction and compulsory
equipment shall be part of this specification.
Price must include delivery to the Municipal Services Building in Dodge City, KS.
ADHERENCE TO SPECIFICATIONS: Deviation from any of the requirements below shall
be stated on the bid form or attached to said form unless so stated by the bidder. The City of
Dodge City shall assume that requirements have been met and shall hold the bidder to each part
of the specifications.
Approved equal shall mean equipment and/or components which will furnish the level of service
required. The equal product shall be the same or better than that described. The City shall be the
sole judge of suitability.
HEAVY DUTY: If used in this specification, heavy duty shall mean the item to which the term
is applied shall exceed the usual quality, quantity or capacity supplied with standard production
equipment and shall be able to withstand unusual strain, exposure, temperature, wear and use.
WARRANTY: The vehicle shall be new and unused, 2025/26 model, and shall be completely
prepared for customer delivery through service by a factory franchise dealer prior to delivery. A
new vehicle pre-delivery inspection and service sheet properly completed and signed by the
service manager of the seller shall be furnished with the vehicle. Each unit shall include all
inspections coupons, certicards or warranty identification cards normally furnished in the trade in
accordance with standard warranty policy. Said warranty maintenance required, when
performed by the City of Dodge City shop shall be acceptable to the dealer when it meets or
exceeds the dealers certification requirements. Evidence of such preventative maintenance shall
be furnished by the City at no cost.
Design and Manufacturing Defects: Whenever defects of major component parts clearly due to
design or manufacture occur beyond the standard or extended warranty period, the City reserves
the right to obtain adjustment of material, parts and labor.
IMPLEMENTATION OF WARRANTY: The bidder shall furnish an outline of the method of
implementation of the manufacturer's standard warranty.
DELIVERY: Each unit shall be completely serviced, including packing of front wheels and
lubricated, at the time of delivery in accordance with factory service specifications. The vehicle
shall be properly cleaned, windows washed inside and outside and all stickers, markings and
protective coatings removed from the glass. The vehicle shall be delivered with separate
invoices, registration warranty papers, pre delivery inspection sheets and required manuals. In
any case where a vehicle is delivered minus any detail, including parts, items or accessories
issued as standard manufacturer's equipment and/or as specified by the City, the Dealer will be
notified immediately and he shall furnish the missing detail within 72 hours, otherwise the City
reserves the right to purchase such detail from another source and bill the Dealer for the cost
including installation.
The use of Dealer identifying items such as license plate frames, bumper stamps, dealer tags or
any type of Dealer advertising shall not be permitted. The City will not accept delivery of any
vehicle if such material is attached and should it be necessary for the City to require the removal
of any such items, any damaged caused to the vehicle shall be repaired by the Dealer in a like-
new condition.
INFORMALITY: The City of Dodge City reserves the right to reject any or all bid, waive any
informality or to select any bid deemed to be in the best interest of the City of Dodge City.
DETAILED MINIMUM SPECIFICATIONS:
General: The dealer/manufacturer who furnishes the truck chassis shall also furnish the dump body and
specified snow plow and 6.5 hopper body spreader (optional) as a complete unit, ready for use in the
Public Works Department.
CAB FIXTURES AND TRUCK EOUIPMENT:
Cab: Shall have a forward tilting hood to open for service or maintenance. The radiator and grill shall
remain stationary with the hood open. Provide sufficient opening for the hood to open around a mounted
snow plow hitch. The hood shall have hinged service access doors to provide easy access to check and fill
radiator, engine oil, transmission fluid and brake fluid. Such access doors shall latch securely.
Drivers and Passenger Seat: Air suspension type with high back bucket seat with arm rests. Heavy duty
vinyl.
Seat Belts: Seat belts with shoulder strap shall be furnished for driver seat and passenger positions which
meet the latest SAE Specifications and Federal Highway Safety Standards.
Storage Compartments: Drivers door shall have a map pocket for storage and the cab shall have an
overhead compartment for storage.
Cab doors and ignition shall be keyed alike. Provide two sets of keys.
CAB FIXTURES AND TRUCK EQUIPMENT:
Interior Light: Map or dome light and switch to activate light when one or both doors are open.
Exterior Lights: Shall meet all Federal and State DOT required exterior clearance and running lights,
including tail, stop, turn signals and hazard flashers. Lights shall be LED
Mirrors: Two (2) stainless steel or approved equal, lighted and heated rear view mirrors, mounted, one
right and one left, (to clear bed). Mirrors shall be rectangular, minimum 15" x 6", with all necessary
support brackets and shall be heated.
Heater-Defroster: Factory installed outside fresh air ventilating type hot water heater with dual defroster
and three speed fan.
Windshield wipers: Intermittent, dual electric and windshield washers. Provide most heavy duty wiper
motor and linkage assembly available shall be supplied.
Cab Interior: Deluxe trim; dealer specify features in bid.
Access: sides.
Provide grab-handles both sides exterior. Passenger side include interior. Steps on both
Fuel Tank: Provide fuel tank having minimum capacity of 75 gallons, minimum, and shall be a side step
tank connected to the truck frame and installed at the factory. Step shall be full width of door opening,
maximum possible step depth, and skid resistant surface, mounted on right side of chassis.
Tow Hooks: Two (2) front and two (2) rear tow hooks, heavy duty; frame mounted. Sufficient strength
to permit the truck to be towed when fully loaded.
Cab Windows: Tinted safety glass in all windows.
Cab Windshield: Tinted safety glass. Heated if available. Dual sun shades.
Backup Signal: Electric backup alarm or approved equal. Shall be 90 db minimum
Air Horn: Dual, (2), chrome, with single mounting pedestal and snow covers installed at the factory.
AM/FM Radio: With tape track and/or CD Player.
Air Conditioner: Provide heavy-duty factory installed.
PAINT COLOR: White over suitable primer. All painted surfaces shall be properly prepared, primed and
painted. Cab shall be painted with a base coat and clear coat method. Stripes or other decorative detailing
is not desired.
Truck body shall be painted with a polyurethane type paint to match cab color.
Chassis and under carriage shall be painted black.
Wheels may be painted black or gray.
Interior cab shall be painted white or other complementary color.
AXLES, SPRINGS AND SUSPENSION:
Axle, Front: I-Beam type SHALL BE SET BACK FRONT AXLE from axle with a minimum guaranteed
carrying capacity of 14,000 pounds.
Suspension, Front, Springs: hydraulic shock absorbers.
Multi-Leaf, shackle type; 16,000 lbs capacity with double acting
Axle, Rear, Single: Two-speed, 23,000 lb capacity. The gear ratio shall provide a vehicle speed of 60 mph
at or below the governed rpm of the engine. With the engine governed at 2300 or 2400 rpm the rear axle
ratio shall be 6.83, approximate.
Wheel seals shall be oil lubricated.
Suspension, Rear:
23,000 lb capacity and 4,500 lb overload or auxiliary springs on each side.
FRAME:
Wheelbase: 152" to 157"; Cab-to-Axle 108" minimum; Axle to Frame 63" minimum, depending on dump
bed requirements.
Frame rails: Adequate for the length and loads imposed. Bidders shall provide details on dimensions for
frame proposed.
Frame Reinforcement: Shall be heat treated alloy steel (110,000 psi yield).
The Resisting Bending Moment (RBM) shall be a minimum of 1,700,000 in-lbs., per rail. When required,
reinforcement shall be either channel or "L" type and must extend at least from the rear bracket of front
spring to front bracket on rear spring. Reinforcement must be installed by the manufacturer at the factory.
Frame shall be full depth to the front bumper to accommodate and support the snow plow hitch.
Front frame extensions integral to the truck frame shall be provided for snow plow hitch mounting.
FRONT BUMPER:
Construction types, with flat front face to allow for installation of bumper-to-frame type snow plow hitch.
Outside ends of bumper shall be flared back toward the truck to compensate for the front frame
extensions.
TIRES AND WHEELS:
Wheels; Front & Rear Cast: Shall be 22.5", 10 hole hub pilot, "BUDD" style wheels
Front tires: Goodyear Brand G-149 or approved equal. Tubeless, radial, load range specified by
manufacture.
Rear tires: Goodyear Brand G-244 or approved equal. Tubeless, radial, load range specified by
manufacture.
TIRES AND WHEELS: Spare Tire: Provide one spare tire the same as rear tires, mounted on wheel as
specified. Spared tire carrier not required.
Flaps: Shall be non-plastic, in front and behind the rear wheels, and restrained in such a way that they
cannot contact tires. Flaps shall not interfere with dump bed operation or touch the ground when the bed
is fully raised.
ENGINE:
Diesel: 300 horsepower, @ 2200 rpm & 860 ft. lb. of torque @ 1000 rpm or better when operated within
a governed speed as recommended by the engine manufacturer. The engine must provide service required
to pull, push, and carry heavy loads in adverse weather and road conditions, and have a road speed of not
less than 65 mph, or approved equal.
Engine shall be equipped with wet sleeve/liner style cylinder walls.
Hour Meter: Dash mounted electric hour meter with oil pressure sending switch or other approved system
with records "actual" engine operation time.
Block Heater: Provide an engine block heater, 120 volt/1250 watt, or equal. Included will be a weather
resistant male electric socket receptacle on the front bumper outboard of the frame brackets or behind the
front fender.
Throttle: Shall be electronically controlled in cab.
Cold Weather Staring Aid: Intake heater or approved equal.
Exhaust: Single, horizontal muffler and short tail pipe, aluminized steel; includes tail pipe guard, frame
mount right side.
Cooling System: Heavy duty type of pressurized design, high performance core, having the capacity to
provide a safe margin of cooling when the equipment is operated under conditions of extreme heat or
other adverse conditions. The system shall be equipped with a coolant recovery system.
Cooling System :(Continued) the radiator shall contain sufficient ethylene glycol antifreeze to protect to -
30 degrees F protection at the time of delivery.
Provide a heavy duty fitted fabric, snap on grill cover for protection of blowing snow and to serve as an
aid for engine temperature control.
Air Cleaner: Single or Dual element; heavy duty with restriction gauge in Cab.
Engine Alarm System: Factory installed engine alarm system with warning light and buzzer to signal low
oil pressure or excessive coolant temperature.
Oil Filter: Full flow, replaceable element.
Fuel Filter: Standard for engine with a water separation device.
TRANSMISSION: Shall be a heavy duty Allison automatic, model MD-3060P with power take-off
provision or approved equal, and shall have a transmission fluid temperature gauge mounted in the truck
cab connected to outlet port of transmission. The gauge shall be red-lined at 300 degrees F. Equipped
with Allison/Pall trans-adaptor assembly with replaceable filter, or approved equal.
DIFFERENTIAL: Dealer specifies.
BRAKES:
System: Dual air brake system. Minimum 12 C.F.M. air compressor. Install a spin on Desiccant style air
dryer (Meritor-Wabco System Saver 1200) or approved equal.
Front brakes shall be 15 by 4 inches, minimum, with outboard type drums.
Rear brakes shall be 16 12 by 7 inches, minimum. Rear brakes shall be outboard type drums.
Factory installed automatic slack adjusters and dust shields shall be provided.
Cab mounted air pressure gauge with low air pressure warning system.
A quick connection shall be provided with easy access to allow for charging of the air tanks of downed
trucks to release brakes for towing.
Drain valve factory installed in tanks; front brake limiting valve shall be included.
Unit shall include air lines extending to the rear of the truck inside each frame rail, to operate the air
brakes of towed trailer units. The system shall include a steering column mounted hand lever control to
operate only the trailer brakes; and a trailer protection valve, activated in the event of loss trailer or air
pressure. All necessary hoses, valves and glad-hands to enable the foot brake of the truck to operate the
truck brakes and trailer brakes simultaneously and the hand lever control to operate only the trailer brakes
shall be included. Glad-hand covers shall be provided and attached to the truck by means of substantial
chains suitable for such use.
Parking: Spring activated with air release or approved equal.
STEERING: Full power steering. Provide steering wheel with minimum diameter of 18 inches.
Column shall be tilt and telescoping.
ELECTRICAL SYSTEM: 12 volt system. All electric circuits shall be protected by resettable circuit
breakers in lieu of fuses.
Batteries: Two or three, maintenance free, heavy duty battery system. To be 100 amp hour minimum
with a minimum 1800 cold cranking amps at zero degrees.
Alternator: Heavy-duty, rated at a minimum capacity of 130 amperes at 12 volts.
INSTRUMENTATION:
Engine oil pressure gauge.
Engine and transmission temperature gauges mounted in the cab.
Ammeter or voltmeter.
Fuel gauge(s) to show status of tank(s).
Speedometer with odometer.
Engine tachometer.
All other instrumentation as previously listed in other section of this specification.
TRAILER HITCH: The unit shall be equipped with a swivel type pintle hook with a spring cushion.
The hook shall be centered on the rear of the truck with a vertical height of 24 inches, plus or minus 1
inch, measured from the center of the connection point to the ground. The pintle hook shall have a gross
trailer weight capacity of 30,000 lb and a vertical load capacity of 6,000 lb, minimum. (A hook which
meets these specifications is the Holland Hitch; model Ph-T-125-A.)
The hook shall be mounted and braced in accordance with the manufacturer's instructions, using a
minimum of Grade 8 bolts. A secure mounting structure shall be used to mount the hook. The hook,
connections and mounting structure shall be capable of withstanding a two bar pull equivalent to 34,500
lb and a vertical load of 6,000 lb without residual deformation to the mounting or to the truck structure.
The mounting structure shall provide for the connection of two draw-bar safety chains shall be capable of
developing 34,500 lb capacity into the frame members of the truck, and shall be installed do the trailer is
kept in a straight line so far a practicable in the event o failure of the coupling device.
No mounting will be allowed which may weaken the truck frame.
Size 14 AWG, Hard Service Cord shall be connected appropriately and run to the rear of the truck frame
with the ends taped. The wiring shall be capable of operating the trailer clearance, tail, stop and
directional lights. If electric trailer brakes are specified the wiring shall also be included. Include said
trailer brake wiring in any required wiring diagram including switches proposed. A six-way plug and
receptacle shall be furnished (Berg #23602 and #23603, Echlin #6206 and #6207 or Cole-Hersee #1235
and #1254 or approved equal)
HYDRAULIC PUMP:
The hydraulic pump shall be an axial piston pressure and flow compensated load-sensing type. The pump
shall have a displacement of 4.88 cubic inches per revolution at maximum stroke which will deliver 20
GPM @ 1000 engine RPM. The pump shall have a minimum 2" inch suction line and 12" control drain
line plumbed directly back to the reservoir. The pumps compensator shall have rear facing adjustments.
The pump shall be rated for 4600 PSI maximum and 4000 PSI continuous. The pump shall have a SAE
2/4-bolt C type-mounting flange and a SAE C 1.25" keyed shaft. The pump shall be Eaton 420 series or
prior approved equal.
SHUT DOWN SYSTEM:
A 1" high pressure 14 turn ball valve shall be installed at the discharge port of the pump. The ball valve
shall be rated to 5000 PSI and have SAE #16 ports.
MOUNTING:
The hydraulic pump shall be mounted with shaft centerline parallel to the crankshaft centerline and at a
level to create not more than a three-degree angle on the driveline. The pump mounting shall be
incorporated with a bracket fabricated to mount in the extended frame rails of the truck.
DRIVE LINE:
The hydraulic pump shall be driven directly off the engine crankshaft via a splined driveline to allow for
movement. The driveline shall include grease fittings on both u-joints. Driveline shall be a FORCE
America model 1310 series or approved equal.
RESERVIOR:
Hydraulic reservoir shall be 30 gallon capacity, constructed of 12 gauge pickled steel, powder coated
black, 3/16" thick angle iron mounting brackets and equipped with the following:
Basket type filler breather cap
34" Magnetic drain plug
2" NPT suction with 100-mesh screen type filter w/3 PSI bypass
5" Sight temperature gauge externally mounted
Internal baffling
2" full flow brass ball valve
The hydraulic reservoir shall be equipped with an electric level sending unit to be wired to a panel and
back lit for designated warning.
FILTER:
Hydraulic oil filter shall be mounted in the reservoir. Hydraulic filter shall be rated for no less than 80
GPM. Filter shall be ZINGA model TS-1200-25-1-0 with ZSRE-409-10 micro-glass filter element and
be equipped with visual filter condition indicator gauge. The system shall be delivered with one spare
filter element.
HYDRAULIC CONTROL VALVE:
The hydraulic valve shall be of modular manifold design. Each hydraulic function requires an individual
manifold stacked together to form the manifold base. The manifold base shall consist of an inlet section
with SAE #16 inlet porting, SAE #20 outlet porting, and SAE #4 load sense porting. There shall be a
main system relief in the inlet section to protect the system from high pressure in case the pump
compensators fail. The dump body manifold shall be stacked next to the inlet section, and capable of 40
GPM with SAE #12 porting. All valve manifolds shall be manufactured from 6061-T6 aluminum and be
anodized to MIL-A-8625F specifications. The hydraulic control valves shall be pulse-width modulated,
proportionally controlled. Each hydraulic valve segment shall be individually mounted to the manifold
base assembly and be serviceable without removing any hydraulic hoses or any other hydraulic valve
segments. Each hydraulic valve segment shall have individual pressure compensation to achieve
independent simultaneous operations. All segments shall have heavy-duty continuous duty coils and
connections shall be with Din connectors. All coils shall operate at 12 VDC and require a maximum of
1400 mille-amps. Each segment shall be equipped with a manual override except for the auger and
spinner sections. The dump body segment shall be rated to 40 GPM, with all other segments rated to 20
GPM. If a double acting hoist is utilized, the dump body segment shall be equipped with a down side
relief to protect the body down function. This relief shall be set to the hoist manufacturer's specifications.
Valve segments shall be FORCE America Add-A-Fold(R) 4520 model or prior approved equal.
The valve is to be arranged as follows:
Hoist 3-way 40 GPM cylinder spool
Plow lift Zero-Leak 3-way 14 GPM cartridge valve
Plow lift 4-way 14 GPM cylinder spool
Auger 2-way 14 GPM pressure compensated proportional cartridge
Spinner 2-way 7 GPM pressure compensated proportional cartridge
HYDRAULIC LINES AND PLUMBING:
All hydraulic lines and plumbing shall be of sufficient capacity so as not to create heat or turbulence
within hydraulic system. Suction line between reservoir and pump shall be a minimum of 2 in. I.D. with a
minimum SAE 100-R4 rating and shall be secured on both ends via heavy duty banding straps, radiator
hose clamps unacceptable. All pressure hoses, including signal sense to pump shall have swivel fittings
on both ends and have a minimum SAE 100-R2 rating. Return lines and case drain shall have minimum
SAE 100-R1 rating.
Hydraulic lines shall be routed to minimize interference with equipment and chassis components
requiring periodic servicing. Support brackets, grommets, and tie wraps shall be provided where
appropriate to protect lines from damage by abrasion, cutting or impact.
Hoses shall not be routed near exhaust manifolds pipes, bolts, sharp edges, and exhaust system to prevent
wear, fatigue, or fire. Pipe fittings are not acceptable in any high-pressure line. Maximum distance
between support clamps on all hydraulic lines shall be 24in.
CONTROL CENTER:(MPJC-5100ex-ULTRA)
Controls for all valve functions and electronic spreader control will be integrated into a single, self-
contained control center. The control center shall be a padded armrest style that is ergonomically
designed. Control center shall be modular in design for ease of installation and service, and wiring and
connectors shall be keyed and color coded throughout. A sealed, pre-wired harness for all valve controls
must be provided. All components must be durable for long life and trouble free operation.
The electronic controller shall be a fully proportional multi-stick controller to operate all cylinder
functions. Multi-stick PWM driver electronics shall include as standard the capability to control at least 9
proportional outputs simultaneously.
Use of a single, 3-axis joystick with pushbuttons in the handle to change joystick operation modes (from
Plow to Wing, for instance) is unacceptable, as it presents a safety risk to the operator.
The control is available in a 3-stick, 4-stick or 5-stick configuration. Controls for 5100ex spreader must
be located on armrest at the operator's fingertips. The controls shall be a remote interface panel for the
5100ex spreader control. This panel shall consist of three knobs that will control auger, spinner and
prewet rates. These knobs shall be color coded to match the 5100ex LCD display for ease of operation.
There shall also be five auxiliary rocker switches available. These switches shall control either auxiliary
lighting functions or spreader control functions. The switches shall be located between the joysticks and
spreader control interface and each shall be rated for 15 amps continuous current minimum. Console
options shall be capable of supplying full rated power to switch outputs when all four auxiliary switches
are at full 15 amp load.
For ease of operation the multi-stick control shall include the following features: LED-backlit
nomenclature for all joystick functions and a momentary push-button at the top of the hoist stick to
provide hoist-interlock. The "Hoist" decal shall be located near the Hoist joystick, shall be illuminated
amber while disabled, and change to green backlighting when the driver engages the hoist interlock
button. The green "Hoist" LEDs shall remain illuminated while the hoist is under operation and shall
time-out after a period of hoist inactivity that is selectable from 0 to 15 seconds.
The plow, wing, scraper, or other joysticks shall have the option to include a momentary pushbutton for
activation of remote spreader standby, remote spreader blast, electric joystick interlock, or to activate one
of several selectable 12V, 2A outputs for functions such as body vibrator or function toggling. The multi-
stick communication hardware/software shall include 4 integral float options. The use of add-on float
modules is unacceptable. For flexibility of use the integral float programming shall have the following
standard features:
