The City through its Department of Capital Assets and Construction is seeking bids for the rehabilitation of Duggan Academy parking lot to include the rehabilitation of an existing parking lot, bus pick-up/drop-off area, creation of a new small parking lot at the front of the school and rehabilitation of an existing access road on the west side of the building. Estimated cost of the project is $1,000,000.00. This bid falls under M.G.L. Ch. 30§39M and other procurement statutes.

Bids for Prime/General Contractor will be received until 2:00 PM on March 26, 2025, publicly opened, forthwith online.

Site Visit: Bidders are strongly encouraged to attend a site visit at 1015 Wilbraham Rd, Springfield, MA 01109 scheduled for March 12, 2025 at 10:00 a.m. Contact: John Furman, VHB, Inc.; JFurman@vhb.com with inquiries concerning the pre-bid site visit. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications. Questions must be submitted in writing to the City (nwalker@springfieldcityhall.com) by close of business on March 14, 2025 in order to be considered.

The City of Springfield goal of twenty percent (20%) MWBE participation applies. Massachusetts DLS Prevailing Wage rates apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
