1. Introduction
The City of Independence, Kansas is soliciting proposals from qualified electrical
contractors to provide all labor, materials, and equipment necessary to install a
new electrical service at the Riverside Park Zoo Duck Pond area, located in the
1600 block of North 5th Street.
This project includes the installation of a new 200-amp electrical service,
underground distribution, and multiple outdoor power locations to support zoo
operations. All work shall comply with the 2020 National Electrical Code (NEC),
applicable local codes, and Evergy service requirements.

2. Scope of Work
The selected contractor shall provide a complete, turnkey installation including,
but not limited to, the following:
A. Electrical Service Installation
Coordinate with Evergy for new electrical service connection and pole
placement. Final location is subject to City approval.
Install a 200-amp meter pole in accordance with Evergy standards.
Provide and install:
Outdoor-rated meter base
o
Main disconnect (NEMA 3R minimum, lockable)
o
Outdoor-rated 40-space breaker panel (may be a combination
o
panel/disconnect)
Ensure all components comply with:
NEC 2020
o
Evergy service requirements
o
Local codes and ordinances
o
B. Underground Electrical Distribution
Install underground electrical runs from the meter pole to the following
locations (see site map; confirm with City prior to installation):
Northwest corner of duck pond
o
Northeast corner of duck pond
o
South side (center) of duck pond
o
Fountain switch location (south side of pond)
o
EMU/Muntjac barn
o
All underground conduit shall:
Be minimum Schedule 40 PVC (Schedule 80 where exposed or subject
o
to damage)
Be installed at code-compliant burial depths
o
Include warning tape and proper marking
o

C. Outdoor Receptacle Installations
Each designated location shall include:
Installation Requirements:
Mounted on a secure, permanent post (treated wood, steel, or composite)
Designed for weather-resistant use in a public park environment
Electrical Requirements:
Conductors:
Minimum 12 AWG copper
o
Rated for wet locations (THWN or THWN-2)
o
Installed in conduit from panel to each outlet location
Continuous runs with no splices outside approved enclosures
All terminations in listed junction boxes
Circuits sized appropriately for load and voltage drop
Receptacle Requirements:
GFCI-protected (breaker or device type)
Weather-resistant (WR) rated
Extra-duty "in-use" covers
Tamper-resistant (TR)
Mounted a minimum of 18 inches above grade (unless otherwise approved)
Lockable and secure
Properly grounded and bonded
Fountain Switch / Disconnect Requirements:
Provide a lockable, weatherproof disconnect or switch enclosure (NEMA 3R
minimum)
Disconnect shall be:
Readily accessible
o
Within sight of the fountain equipment
o
Clearly labeled "FOUNTAIN DISCONNECT"
o
Disconnect shall be capable of being locked in the open (OFF) position for
maintenance and safety
Location and Mounting:
Install on a permanent, rigid structure or post

Mount a minimum of 18 inches above grade
Locate to prevent unauthorized access while remaining accessible to
authorized personnel
Coordinate final location with City staff prior to installation
Electrical Protection:
Fountain circuits shall be GFCI protected in accordance with NEC
requirements
Provide overcurrent protection sized appropriately for connected load
All conductors shall be rated for wet locations (THWN-2 or equivalent)
Bonding and Grounding:
Ensure all fountain-related electrical components are:
Properly grounded
o
Bonded in accordance with NEC requirements
o
Bond all metallic components within proximity to the fountain as required by
code
Enclosure Requirements:
Enclosure shall be:
Weather-resistant and suitable for outdoor/wet locations
o
Lockable to prevent unauthorized operation
o
Rated for public park/zoo environment
o
Additional Requirements:
Posts shall be rigidly anchored to prevent movement or vandalism
Installations shall consider drainage and erosion control
Contractor shall:
Limit voltage drop to recommended NEC levels (approximately 3% for
o
branch circuits)
Provide clear circuit labeling
o
Balance electrical loads across the panel
o
D. EMU/Muntjac Barn Service
Provide electrical service to the barn as directed by City staff
Install interior or exterior receptacles as required

Meet the following minimum standards:
12 AWG copper conductors
o
GFCI protection
o
Weather-resistant devices where exposed
o
Coordinate final layout with the City prior to installation
3. Contractor Responsibilities
The contractor shall:
Field verify all measurements and existing conditions
Coordinate with Evergy and City staff
Obtain all required permits and inspections
Provide trenching, backfill, and site restoration
Ensure all work complies with:
NEC 2020
o
Local codes and ordinances
o
OSHA safety standards
o
Maintain all required City business and electrical licenses
4. Voltage Drop and Performance Requirements
The electrical system shall be designed and installed to minimize voltage drop and
ensure reliable operation of all connected equipment.
Voltage drop shall not exceed:
3% on any branch circuit
o
5% total combined feeder and branch circuit voltage drop
o
The contractor shall be responsible for:
Proper conductor sizing to meet these requirements
o
Accounting for distance, load, and installation conditions
o
Verifying voltage performance under load
o
If required to meet voltage drop limits, the contractor shall upsize
conductors beyond minimum code requirements at no additional cost to the
City.

At project completion, the contractor shall verify system performance and
ensure that voltage at all receptacles and equipment locations is within
acceptable operating limits under normal load conditions.
Failure to meet these requirements shall be corrected by the contractor at no
additional cost to the City.
5. Grounding and Bonding Requirements
All electrical work shall include a complete and code-compliant grounding and
bonding system in accordance with NEC 2020 Article 250.
The contractor shall:
Provide and install a grounding electrode system, including:
A minimum of two (2) ground rods, installed not less than 6 feet apart,
o
unless a single rod is proven compliant by testing
Ground rods shall be driven to full depth and properly connected
o
Install a grounding electrode conductor sized in accordance with NEC Table
250.66
Ensure proper bonding of all electrical equipment, enclosures, raceways, and
metallic components
Provide an equipment grounding conductor with all feeders and branch
circuits as required by NEC
Ensure all connections are made using listed and approved grounding and
bonding fittings
Protect grounding conductors from physical damage where exposed
Verify continuity of the grounding and bonding system prior to energizing the
system
Coordinate grounding and bonding requirements for all outdoor and wet-
location installations, including receptacles and fountain-related equipment
All grounding and bonding installations shall be subject to inspection and must be
approved prior to final acceptance.
Failure to provide a complete and compliant grounding system shall require
correction by the contractor at no additional cost to the City.

6. Proposal Requirements
