Public notice is hereby given that sealed bids for Project No. 23.003, DTCC C9004020002 will be received by
the State of Delaware, Delaware Technical Community College at DTCC Owens Campus located at 21179
College Drive Georgetown, DE 19947 in the Theatre, in the Arts and Sciences Building until 2:00PM
local time on July 28, 2026, at which time they will be publicly opened and read aloud. Bidder bears the risk
of late delivery. Any bids received after the stated time will be returned unopened.
Project involves the interior renovations located at the DTCC Owens Campus with associated site
improvements. This is a construction management project. Bids are to be for the following contracts:

A-2: Site Work A-10: Drywall/Metal Stud
A-3: Concrete Work A-11: Acoustical Work
A-4: Masonry Work A-12: Floor Covering Work
A-5: Steel Work A-13: Caulking/Painting

A-8: Furnish Hollow Metal/Doors/Hardware A-16: Sprinkler System

Attention is called to construction schedule as detailed in the Bid Documents.
A MANDATORY Pre-Bid Meeting will be held on June 30, 2026, at 10:00am at DTCC Owens Campus
located at 21179 College Drive Georgetown DE 19947 in the Theatre, in the Arts and Sciences
Building for the purpose of establishing the listing of subcontractors and to answer questions. Following the
meeting, the Betze Library will be available for contractors to view the building jobsite. All representatives
must be employed by the company you are representing. Representatives of each party to any Joint Venture
must attend this meeting. ATTENDANCE OF THIS MEETING IS A PREREQUISITE FOR BIDDING ON
THIS CONTRACT.
Sealed bids shall be addressed to DTCC Owens Campus, Attn: Mark Devore P.E. - Collegewide Director of
Facilities The outer envelope should clearly indicate: BETZE LEARNING COMMONS Project No. 23.003,
DTCC C9004020002, Company Name, Contract you are bidding, SEALED BID - DO NOT OPEN."
Construction documents will be available for review at the following locations: Richard Y Johnson & Son
Inc., and Delaware Contractors Association. Contract documents may be purchased at DiCarlo Printers,
located at 2006 Northwood Drive, Salisbury MD, 21801 or RCI Printing and Graphics located at 298
Churchmans Road, New Castle DE, 19720. Electronic documents will be available on Richard Y. Johnson &
Son, Inc's website www.ryjson.com under plan room. It is the responsibility of each bidder to review and
coordinate all project documents. This includes plans, specifications and addendums. Electronic documents
will be available at no cost on the day of the pre-bid via www.ryjson.com on planroom.

A bid security in the amount of 10% of the bid must accompany each bid. Bid Security shall specify the

Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE) and Women-Owned
Business Enterprises (WBE) will be afforded full opportunity to submit bids on this contract and will not be
subject to discrimination on the basis of race, color, national origin or sex in consideration of this award.
Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all additive
alternates. The successful bidder must post a performance bond and payment bond in a sum equal to 100
percent of the contract price upon execution of the contract. The Owner reserves the right to reject any or all

bids and to waive any informalities therein. The Owner may extend the time and place for the opening of the
bids from that described in the advertisement, with not less than two calendar days notice by certified
delivery, facsimile machine or other electronic means to those bidders receiving plans.
