The United States Air Force is seeking interest/information from industry regarding the ability to furnish, deliver, and mobilize a Drum Mix Plant in the Guam/Marianas Region. The intent is for the Plant to produce hot-mix asphalt and be capable of being relocated to different areas (must be mobile); solutions that propose a fixed or permanent structure will not be considered.
The following characteristics are desired; however, alternatives may be submitted to the Contracting Officer for consideration. Any alternatives must include a description of which characteristics of the proposed solution are different than the characteristics below:

Plant Type
- Counterflow Drum Mix Plant
- Counter flow dryer/mixer
- Relocated/internal burner to allow reclaimed asphalt pavement (RAP) blending (up to 50% by weight of mixture)

Interested vendors may submit pricing in addition to any pamphlets or specifications sheets; however, as stated before, this is only for research purposes and is not a formal solicitation for quote or proposal. Interested vendors may contact the POC listed in this notice to submit interest or ask questions.
It is recommended that interested vendors possess significant experience with mobilizing similar products in hard to access locations due to the geography of Guam/Marianas region. If a solicitation related to this notice is issued at a future date, interested vendors can expect delivery and mobilization to be a significant factor in selection/performance of the contract.
