The City of Durango, Colorado, by and through the Purchasing Manager, is accepting proposals from qualified
individuals or teams for the DRO Airport Call to Artists Project in accordance with the terms, conditions, and
specifications contained in these documents.
Respondents wishing to participate should ensure they have all relevant information pertaining to this project prior to
submission.
Questions
Each respondent, before submitting their statement of qualifications, shall become fully informed as to the extent and
character of work required. All questions must be submitted in writing via email to tommy.crosby@durangoco.gov &
purchasing@durangoco.gov by the deadline listed below.

It is the sole responsibility of the respondent to see that the proposal is received before the submission deadline.
Late proposals will not be considered.
All proposals submitted shall be binding upon the respondent if accepted by the City within ninety (90) calendar
days of the submission date. Negligence upon the part of the respondent in preparing the proposal confers no right
of withdrawal after the time fixed for the submission of the proposal.
This project is being submitted in accordance with the City of Durango Purchasing Policy.

I.
INVITATION
The City of Durango and Durango Creative District invite artists and creative teams from the Four Corners
Region of SW Colorado, Utah, Arizona, and New Mexico to submit proposals for the design and installation of
new artwork to be installed in six locations during phase two of the Durango-La Plata County Airport terminal
expansion, designated as locations #1 (mural or wall-mounted installation), #2 (mural or wall-mounted
installation), #3 (mural or wall-mounted art installation), #6 (mural or wall-mounted installation), #7 (mural or
wall-mounted installation), and #8 (suspended installation). A different artists/creative team will be selected for
each of the six installations. Phase two of construction at the Durango-La Plata County Airport includes a new
TSA screening checkpoint, two new airline boarding gates, and new food/beverage/retail concessions. Phase Two
will open to the public in a series of sub-phases, ranging from early summer 2026 to early 2027, at which point
artwork may be installed.
The DRO Airport Art Project is an excellent opportunity to contribute to the beauty and functionality of this
essential facility while showcasing your artistic talent. We look forward to receiving your creative ideas and
working together to bring more public art to Durango.
This RFPS includes a project description, scope of work, submission requirements, selection process and criteria,
and insurance requirements.
Any bid that fails to conform to the essential requirements of the Request for Professional Services will be
rejected.
1) Any bid that does not conform to the applicable specifications shall be rejected unless the invitation
authorizes the submission of alternate bids and the items or services offered as alternates meet the
requirements specified in the RFPS.
2) Bids shall be rejected when the bidder imposes conditions that would modify the requirements of the
invitation or limit the bidder's liability to the Owner since to allow the bidder to impose such conditions
would be prejudicial to other bidders. For example, bids shall be rejected in which the bidder:
a. Protects against future changes in conditions, such as increased costs, or total possible costs to the
Owner cannot be determined.
b. Fails to state a price and indicates that price shall be “price in effect at time of delivery”.
c. Takes exceptions to the RFPS terms and conditions.
d. Inserts the bidder’s terms and conditions.
e. Prospective respondents are encouraged to carefully read this RFPS in its entirety.

II. SCOPE OF SERVICES
Call to Artists: Durango-La Plata County Airport Terminal Art Project
Location: Durango La Plata County Airport, 1000 Airport Road, Durango, Colorado 81303
• Timeline: The DRO Airport Call to Artists Art Project will include installations in 2026 and potentially
trailing into 2027. The selected artist(s) will need to be under contract by March 31, 2026. Artists will
work out a timeline with the Durango-La Plata County Airport to coordinate installation following award.
Specific dates will be determined in coordination with designated Airport staff.
Scope of Project: We invite artists to participate in a unique opportunity to enhance the Durango-La Plata County
Airport Terminal through various artistic elements that are called out in this RFPS Document.

This call references only artwork locations 1, 2, 3, 6, 7, and 8. Locations 4 and 5 were completed as part of
an earlier call.

Location #1
• Artists/creative teams shall propose a mural or wall-mounted installation(s) that will showcase unique
geographic, environmental, or cultural aspects of the region.
• One artist/creative team will be selected for this location
• The artwork should fit within wall dimensions of approximately 8’ 10” (h) x 19’ 5” (w). This area begins
6” above the floor.
• The artwork should be durable to withstand high traffic areas over time.
• The artwork should be suitable for people of all ages to view.
• No element of the art should pose a risk of injury.
• Artists must coordinate with the Durango-La Plata County Airport to ensure the proposed locations are
suitable and permissible.
• Artists can propose projects such as, but not limited to:
o Mural:
Painted, permanent artwork reflective of some aspect of the region’s unique character.
o Wall-mounted Installation with minimal protrusion:
Lightweight sculptural work or installation mounted to existing studs, meant for
permanent wall display.
Protrusion of less than 4” from face of wall
Location:
• Location #1 shall be installed permanently on a feature wall near the airport’s main curbside entry
vestibule.
Timing:
• Location #1 is initially anticipated to be available for installation beginning at or about September 2026.
A final timeline is subject to change as the construction progresses towards completion.
Materials:
• All art pieces should be installed directly on the existing wall, which is a uniform white, smooth and even
surface. ¾” Plywood backing is being installed at this wall location behind gypsum board at level 5
finish.
• Artists are responsible for the design, any engineering, and installation of mural and/or sculptural
installation.
• Durability and longevity of materials are paramount.
• Materials should pose no risk of injury (no sharp edges, no opportunities for getting stuck or constricted,
etc.).
• All materials must meet at least a Class B fire rating to comply with building fire code.
• Any pigmented or sealing materials must be non-toxic.
Budget:
• The total budget for artwork in location #1 must not exceed $5,000.
• Your budget must include pricing for:
o Artist fees
o Materials
o Installation costs
o The artist is responsible for coordinating and providing for the installation of the piece, including
appropriate engineering if sculptural installation is proposed.
