ICBC is seeking to procure a vendor to support delivery of both online and in-office driver licensing knowledge testing in British Columbia. This is part of its comprehensive driver licensing modernization effort. On-line knowledge testing will expand on current service delivery options, helping improve both customer convenience and service accessibility, particularly in rural and remote communities. The procurement will cover:
- De velopment of a new online knowledge testing service;
- Enhancement of current on-site knowledge delivered through British Columbia’s different driver licensing service providers: ICBC Driver Licensing Offices (DLOs), Service BC Offices (SBCs), and privately-owned Driver Licensing Agents (DLAs).
- The need for a white label solution, including vendor delivery of professional services covering deployment, implementation, system integration, change management and continuing technical and consulting.

It is the prospective vendors’ sole responsibility to ensure that they have access to all new and updated information.
