DRAFT SOW: Space Weather Observations Antenna Network Commercial Services

The National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite Data and Information Service (NESDIS), Office of Space Weather Observations (SWO), SWO Antenna Network (SAN) intends to issue a solicitation in the near future for the requirements described in the attached draft Statement of Work (SOW). To facilitate this, the Government is requesting that interested parties submit feedback and/or comments. The Government does not intend to issue individual responses to submissions, but they will be used to inform any changes to the draft document prior to the formal solicitation estimated to be released in calendar year 2025.

Comments and/or feedback are due by Monday, June 2, 2025, at 10AM Eastern Daylight Time to Contracting Officer Suzanna Espinoza (suzanna.espinoza@noaa.gov) and Contract Specialist Cherron Bennett-Pettus (cherron.bennett-pettus@noaa.gov).

The Government will neither award a contract solely based on this notice nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research.

In addition to Government employees, Government support service contractors from the following organizations will be involved in the evaluation of the RFI responses:

● Noblis

● INNOVIM

● ASRC Federal

● SSAI

● Columbus Technologies and Services Inc.

The above list is not necessarily exhaustive; additional organizations may be brought in as needed and in coordination with respondents. All contractor employees will be required to sign a non-disclosure agreement prior to accessing any RFI responses.
