1.1 PROJECT INFORMATION
A. Notice to Bidders: Qualified bidders are invited to submit bids for Project as described in this
Document according to the Instructions to Bidders.
B. Project Identification: Dr. William H. Lacey Memorial Park.
1. Project Location: 117 W Main St, Moncks Corner, SC 29461.
C. Owner: Town of Moncks Corner, South Carolina.

E. Project Description: Project consists of improvements and enhancements for areas within Dr.
William H. Lacey Memorial Park, including minor improvements along Murray Drive and the
Berkeley County Health Department driveway. Improvements and enhancements include a
restroom building, pavilions, playgrounds, tennis courts, vehicle parking spaces, sidewalks and
trails, steps, curbing, fencing, lighting and security, site furnishings, signs and monuments, turf,
plants and irrigation, utilities, grading and drainage.
F. Construction Contract: Bids will be received for the following Work:
1. General Contract (all trades).
1.2 BID SUBMITTAL AND OPENING
A. Owner will receive sealed bids until the bid time and date at the location indicated below.
Owner will consider bids prepared in compliance with the Instructions to Bidders issued by
Owner, and delivered as follows:
1. Bid Date: April 28, 2026.
2. Bid Time: 2:00 p.m., local time.
3. Location: Jeffrey V. Lord, Town Administrator, Town of Moncks Corner, 118 Carolina
Ave, Moncks Corner, SC 29461. 843-719-7900.
B. Bids will be thereafter publicly opened and read aloud.
1.3 BID SECURITY
A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No
bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right
to reject any and all bids and to waive informalities and irregularities.

1.4 DOCUMENTS
A. Online Procurement and Contracting Documents: Obtain access after March 19, 2026, by
contacting Eric Walsnovich, PLA, Principal, Wood+Partners, Inc., 843-681-6618 x 243,
EWalsnovich@woodandpartners.com. Online access will be provided to prime bidders only.
1.5 TIME OF COMPLETION AND LIQUIDATED DAMAGES
A. Bidders shall begin the Work on receipt of the Notice to Proceed and shall complete the Work
within the Contract Time. Work is subject to liquidated damages.
1.6 BIDDER'S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able
to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor
and Material Payment Bond, and Insurance in a form acceptable to Owner will be
required of the successful Bidder.
1.7 NOTICE OF AWARD
A. The successful bidder shall receive a Notice of Award. See example Document 005100 -
NOTICE OF AWARD.
B. The Notice of Award will be posted on the Town of Moncks Corner's website at:

1.8 RIGHT TO PROTEST
A. Any actual bidder has a right to protest a Notice of Award pursuant to section 11-35-4210(1) of
the South Carolina State Government's Consolidated Procurement Code.
1. Any actual bidder who is aggrieved in connection with the intended award or award of a
contract has a right to protest. Protestants have seven business days from the date the
award notice is posted to notify the Owner in writing of its intent to protest. Once a
protestant files an intent to protest, it may file its actual protest in writing within fifteen
calendar days of the date the award notice is posted. The date of posting must appear on
the face of all such notices.
