5731 Downtown Parking Management Strategic Plan

The City of New Rochelle, New York (“City”) seeks an experienced and capable consultant team to perform essential studies and tasks for the performance of an updated Parking Management Strategic Plan (“PMSP”) for its downtown core. The PMSP will reflect current and future needs for the regulation and utilization of the City’s municipal garages, public lots, and on-street parking, including policy recommendations to balance time-of-day needs of retail businesses and local residents. The PMSP will update the underlying assumptions of existing parking regulations and fully embrace the notion that parking policy is an essential factor in the creation of a vibrant downtown core. The PMSP will assess all policy and planning aspects affecting parking supply, including privately owned and operated parking for public use in new development and redevelopment projects. In addition, the PMSP will be forward looking in assessing and embracing options for future technology innovations and usage trends in electric vehicle charging infrastructure, vehicle and ride-share providers, and micro-mobility alternatives.
