Notice is given of a mandatory rescheduled pre-bid conference to be held on Tuesday, March 25, 2025, at 11:00 AM at Danbury City Hall, Purchasing Dept. Conference Room, 2nd Floor, 155 Deer Hill Ave, Danbury, CT, due to the inadequate notice of the conference room identification number for the pre-bid conference previously held on March 18, 2025. A site walk through will immediately follow the Pre-bid conference. Any one who attended the pre-bid meeting on March 18, 2025, may elect not to attend the meeting on March 25, 2025, by providing notice of their intent not to attend to the Purchasing Agent via email at

INVITATION TO BID
Sealed Bids for Bid No.02-24-25-02, "Downtown Danbury Transit-Oriented Development (“TOD”) Streetscape Renaissance Project: Phase 2”, Danbury, CT, City Project No. 18-13 will be received at Danbury City Hall, Purchasing Agent's office, 155 Deer Hill Ave., Danbury, CT 06810 until 10:00 A.M. on Thursday, April 3, 2025. Prior to the public opening of the bids, any bid submitted may be withdrawn by the bidder if said bidder discovers mathematical or clerical errors in his bid. Any such bid withdrawal may be made without penalty or prejudice. After the bids are opened, all offers will be considered firm for a period of ninety (90) days, and no bid may be withdrawn for any reason during that period except for such cause as the City of Danbury, in its sole discretion, deems sufficient.
The work includes all labor, tools, materials, and equipment necessary to construct Phase 2 of the Downtown Danbury Transit-Oriented Development (“TOD”) Streetscape Renaissance Project. This encompasses the Base Bid (a section of Main Street (Route 53) from the intersections of Boughton and Center Streets to 241 & 242 Main Street, station 15+57 aka Segments 1 (south section) and 1B) and the Alternate Bid (a section of Liberty Street between Main Street and Patriot Drive, and a section of Patriot Drive between Liberty Street and Independence Way aka Segment 3).
The scope of work includes the removal and disposal of existing streetscape and landscaping elements and the installation of new streetscape features. These include, but are not limited to: sidewalks, crosswalks, ADA (Americans with Disabilities Act) accessible curb ramps, landscaping, street furniture, parking meter kiosks, replacing and resetting of the existing granite curb and adding bituminous patching in limited areas, new driveway aprons, rebuilding/replacing existing catch basins and replacing some of the catch basins tops, removing and rebuilding stone retaining wall, resetting gas and water valves, resetting other utility manholes and handholes covers, incidental work associated with signing and striping, and related work and materials.
A mandatory Pre-Bid conference will be held on Tuesday, March 18, 2025, at 11:00 AM at Danbury City Hall Conference Room,155 Deer Hill Ave., Danbury, CT. A site walk-through will follow the Pre-Bid conference on the same day, Tuesday, March 18, 2025. The last day that questions will be accepted shall be 2:00 P.M. on Monday, March 24, 2025.
A bid bond in an amount not less than five percent (5%) of the amount of the bid shall accompany each bid. A non-collusion statement for Prime Contractors and any addendum acknowledgments must also be submitted at the time of the bid.
A performance, labor and materials bond in an amount equal to one hundred percent (100%) of the accepted bid will be required. The Surety Company or Companies must be listed on the most recent IRS Circular 570.
This is a State assisted contract. The contract is subject to State set-aside and contract compliance requirements. This project is subject to the Connecticut Department of Labor prevailing wages. The Contractor must comply with the requirements as specified herein.
Contractors whose bid exceeds $500,000 shall hold a current “DAS Contractor Prequalification Certificate” (not a predetermination letter) from the Department of Administrative Services of the State of Connecticut according to C.G.S. 4a-100, C.G.S. 4b-101, and C.G.S. 4b-91. These bidders shall submit with their bids, unless noted otherwise, a “DAS Contractor Prequalification Certificate” along with a current “Update (Bid) Statement”. Any bid submitted without a copy of the DAS Prequalification Certificate and an Update (Bid) Statement shall be invalid. Contractors must be classified with DAS as “SITEWORK” with the appropriate aggregate. Additionally, any subcontractor working for a General Contractor whose work exceeds $500,000 must also be prequalified with the DAS as per C.G.S. 4b-9l (j).
