Purpose and Background

The purpose of this RFP is to solicit Proposals for one Contractor to provide professional services in support of the Ohio Medicare Rural Hospital Flexibility (Flex) Program. The Flex Program supports improvements in the quality of health care provided in the rural communities served by the 34 critical access hospitals (CAHs) in Ohio and the Emergency Medical Services (EMS) providers housed within those rural communities.

This Contract will respond to the needs identified in the Rural Ohio EMS Need Survey by implementing strategies specifically focused on improving rural EMS care, including delivering continuing education and refresher training to rural EMS providers, conducting statewide and community-level assessments, convening regional stakeholder meetings, providing emergency medical technician (EMT) and community paramedic training, conducting community paramedic bootcamps, and producing comprehensive reports to guide future improvements in rural Ohio EMS services.

Scope of Work Overview

An overview of the Work is provided below.  The scope of work and requirements are provided in greater detail within Part 1, Scope of Work.

The Contractor must implement the recommendations from the Rural Ohio EMS Needs Survey and strengthen rural EMS services across Ohio. The Contractor must develop and deliver virtual continuing education courses and virtual and in‑person paramedic refresher courses, conduct targeted surveys and statewide or local in-depth assessments of rural EMS agencies, convene in-person regional stakeholder meetings across four regions of Ohio, provide EMT and community paramedic training, conduct community paramedic bootcamps and produce final reports, survey result data, and annual program reports to guide future improvements in Ohio EMS services.
