    Project Overview
    • Contract covers tunnel lighting maintenance at three I-40 tunnel locations in
    Haywood County (two eastbound, one westbound).
    • Bid opening scheduled for June 23, 2026 at 2:00 PM.
    • Contract term is July 2026 through July 19, 2027, with potential annual renewals for
    up to three years.
    • Contract is state-funded and structured as an IDIQ (Indefinite Delivery, Indefinite
    Quantity) contract.
    Contract Administration
    • Spencer McDonald will serve as NCDOT's primary point of contact and contract
    administrator.
    • Work will be assigned through individual work orders.
    • Contractor will have three working days to accept a work order after issuance.
    Discussion Items
    Tunnel Lighting Maintenance
    • Recent tunnel work primarily involved replacement of LED panels and ballasts.
    • Additional field review is needed to identify current maintenance needs and prioritize
    future work orders.
    • Existing tunnel lighting plans and schematics are available and will be provided to the
    contractor.
    Work Scheduling
    • Day or night work will be determined on a case-by-case basis.
    • Lane closures are expected to be the primary traffic control method.
    • Coordination with IMAP and traffic management personnel may be required for larger
    work activities.
    • Law enforcement support will be evaluated on a case-by-case basis.
    Contract Requirements
    • Performance/payment bonds will only be required for work orders exceeding
    $450,000.
    • Emergency mobilization item includes a 48-hour response requirement.
