DLA Installation Management Enterprise Mailroom Management Service

It is the intent of the Defense Contracting Service Office of Richmond (DCSO-R3) to award a sole source contract to Pitney Bowes for the procurement of mailroom services, equipment purchase, equipment maintenance, mail meter head leasing, SP360 FedRAMP software set-up, and SP360 FedRAMP software subscription. The base period contract period is expected to be approximately October 1, 2024 to August 31, 2025. Four twelve-month option years contract period is expected to be approximately September 1, 2025 to August 31, 2029. This action is in accordance with Federal Acquisition Regulation (FAR) 6.302-1.

This procurement is being conducted pursuant to Part 12 and 13 of the Federal Acquisition Regulations. Since DCSO-R3 believes that only one responsible source can fully provide the services and supply that will satisfy the agency's requirements, a Justification for Other Than Full and Open Competition has been prepared. See the attached redacted Justification and Approval.

The Government awarded this requirement on September 27, 2024. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

Offerors that recognize they can fully provide the required supply and services are encouraged to identify themselves and give written notification to the Contracting Officer. To allow for sufficient Government consideration, interested parties shall submit their written Letter of Interest not later than October 29, 2024. Responses received after October 29, 2024 may not be considered by the Government.

Responses to this notice should be sent via email to Beverly.j.williams@dla.mil. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Offerors should additionally identify themselves as either a "small business" or and "other than small business" under North American Industry Classification System (NAICS) Code 561499. The applicable Small Business Size Standard is $21,500,000.

This is not a Request for Proposal (RFP), and no solicitation is available for this procurement. Nevertheless, any firm or individual that believes it is capable of meeting the DCSO-R3’s requirements described herein may submit a capabilities statement, which, if received by 11:00 AM EST on October 29, 2024, will be considered.
