Districtwide Secure Document Shredding Services
Scope of Work/Services:
WCSD is seeking Vendors to provide on-site and off-site secure document shredding/destruction services, including scheduled recurring pickups, and one-time or bulk purges. Services must ensure the protection and proper disposal of confidential records in compliance with Nevada Administrative Code (NAC) 239.165 and applicable Nevada public records laws and regulations. WCSD reserves the right to witness on-site shredding/destruction services and the right to audit or inspect Vendors’ shredding/destruction processes and compliance with security standards upon request.
ADDITIONAL SERVICE REQUIREMENTS INCLUDE:
• Certificates of Destruction (CODs) may be required for compliance with privacy regulations, including HIPAA, FACTA, and GLBA. CODs shall serve as legal, verifiable proof that confidential information was securely destroyed and shall identify the date, time, and method of destruction.
• Vendors shall collect documents from a designated WCSD location and either perform on site destruction using mobile shredding units or transport the materials to a secure bulk shredding facility for off site destruction.
• Shredding containers shall be lockable and available in standard industry sizes, including 64-gallon and 96-gallon rolling totes, 35-gallon console totes, and 18- to 23-gallon executive consoles for internal office use.
• Container pickup frequency for regular scheduled services may be weekly, bi-monthly, or monthly.
• Bulk pickup of letter or legal size boxes or banker box for destruction shall be requested on an as needed basis.
• All paper documents shall be rendered unreadable, indecipherable, and incapable of reconstruction following completion of shredding.
• Vendors shall invoice each WCSD school/site on a monthly basis with Net 30 payment terms.
• WCSD prefers that Vendors provide a customer portal with the capability to pay invoices online, schedule services, and manage accounts.
• Shredding/destruction services shall be performed in accordance with applicable industry standards, HIPAA requirements, and recognized certifications (e.g., NAID AAA, HITRUST CSF).
• Documents transported to a Vendor’s shredding facility must be securely protected during transit.
• Vendors shall maintain documented chain-of-custody controls from point of collection through final destruction.
• Vendor shall promptly notify WCSD of any security incident, loss, or breach involving confidential materials.
• Vendors shall provide reasonable scheduling flexibility and accommodate emergency or expedited service requests when feasible.
• Services shall be performed during WCSD-approved hours and in coordination with site administration.
• Vendor shall promptly notify WCSD of any missed or delayed service and reschedule at no additional cost when feasible.
• Vendors’ personnel handling or transporting confidential materials shall undergo background checks (EXHIBIT D) and are to be trained in confidentiality and data protection procedures.
