The County’s Department of Emergency Management (DEM) is seeking a consultant to provide a multi-faceted Disaster Recovery solution that encompasses all aspects of emergency recovery, including FEMA documentation, response plans for natural, biological, and other disaster types, and strategies that support equitable recovery. The DEM coordinates countywide preparedness, response, and recovery efforts
for large-scale incidents across San Mateo County. DEM oversees disaster alerting, notification, resource mobilization, interagency coordination, and developing response and recovery plans. The department operates a 17,500-square-foot Regional Operations Center, which serves as the Emergency Operations Center (EOC), enabling a centralized and coordinated response during major emergencies.
San Mateo County (SMC) faces significant natural disaster risks, including earthquakes, wildfires, and flooding, due to its Pacific Coast location and proximity to the San Andreas Fault, as well as five other earthquake faults that may have critical impacts. The County’s diverse topography, urban density, and strategic importance as a primary gateway via the San Francisco International Airport (SFO) further underscore the need for a Disaster Recovery Plan. A tailored, comprehensive plan addressing FEMA requirements, multi-hazard preparedness, and equitable recovery strategies is essential to protect the County’s diverse population and infrastructure. The successful implementation of this Disaster Recovery Plan will enhance the County's preparedness and response capabilities, protect public safety, and ensure equitable recovery for all residents.
