Title: Disaster Recovery for Traffic Signals and Roadway Lighting
Addenda: 0
Release Date: 3/10/2026
Due Date: 4/9/2026
As requested by the Collier County Traffic Operations Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Invitation to Bid (hereinafter, “ITB”) with the intent of obtaining bid submittals from interested and qualified Bidders in accordance with the terms, conditions and specifications stated or attached. The Bidders, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated herein. All references to “Bidder” are also referred to as “Contractor” and “Vendor.”
The results of this solicitation may be used by other County departments once awarded according to the Board of County Commissioners Procurement Ordinance.
Collier County Traffic Operations is looking for Contractor(s) that can assist in performing emergency and or disaster-related stabilization and recovery services for traffic signals and roadway lighting structures. This work will include, but not be limited to, removing traffic signal components and roadway lighting components from the roadway and restoring traffic signals and roadway lighting to current Florida Department of Transportation (FDOT) and Collier County Standards.
Historically, County departments have spent approximately $1,500,000.00 however, this may not be indicative of future buying patterns.
Emergency stabilization and recovery services for traffic signals and roadway lighting, will be required on an irregular basis. Therefore, contract defines the requirements and guidelines for the requested emergency response services. As part of this contract, Collier County and the Contractor(s) agree to a current rate schedule for standard items. The Contractor(s) agrees to provide needed personnel, equipment, and supplies, perhaps with little notice, on a cost-plus price basis. It does not authorize the Contractor(s) to provide nor commit Collier County to order such services until a Purchase Order is created, based on the agreed services and associated costs defined in the awarded agreement.
