The Solicitation is asking that Attachment D, Performance Bond, be included with the response. Performance bonds are typically submitted upon contract activation. Further, the performance bond attachment references a construction contract. Can the City confirm that Attachment D, Performance Bond, does not need to be included with Proposer’s response? Can the City confirm that a bid bond is not required?
Answer Performance bond is being revised in Addendum #2.

The Solicitation is asking that Attachment C, Background Check Affidavit, be included with the response. However, #23 in the vendor portal indicates the following: Background Check Affidavit - Offeror affirms to conduct background checks in accordance to the City’s Background Check Affidavit (Attachment C) if awarded the contract.
Since this is a standby contract and it is unknown which individuals and/or subcontractors would be deployed within the City of Deerfield Beach, can the City confirm that Attachment C “Background Check Affidavit” does not need to be included with Proposer’s response and will only need to be filled out upon receipt of a notice to proceed and that by checking yes in the City’s Procurement Portal will be suffice?

No, Background check is not needed to be submitted with responses. However, completed form is to be submitted for all employees performing work on city property prior to begin work.

The preferred response location of Exhibit I, Qualification Requirements, is not indicated in Exhibit A, Proposal Response Requirements. Does the City want Proposers to include this with the other forms identified under Section B of the proposal format?

Exhibit A, Proposal Response Requirements, states that Attachment E is the FHWA 1273 Compliance Form; however, the Attachment E available for download is a Byrd Anti-Lobbying Certification. Can the City clarify which form should be submitted by Proposers, and provide a copy of the FHWA 1273 Compliance Form if it was intended to be included with the solicitation?

If Proposers are to adhere to the Response Attachments in the eProcurement portal, please note that Response Attachments, Question 7 (3) asks for Offeror’s Balance Sheet and Statement of Profit and Loss for the preceding two (2) calendar or fiscal years certified by either an appropriate Corporate Officer or an independent Certified Public Accountant. However, question 10 Financial Plan, Capital, and Capabilities asks: Submit financial audits and statements performed internally, or when available by an external auditor or accountant for the past two reporting years. The Solicitation document indicates that the City may request financial audits and statements. Can the City confirm what financial documents they specifically would like to review and under what section in the Portal? In addition, since financial documents are confidential under the Florida Statutes, how can we upload a redacted copy when the section only allows one document to be uploaded?

Resources and Availability asks: This section shall clearly define the availability of the Offeror's managers and key personnel, as well as demonstrate the Offeror's financial capability. At a minimum, the Offeror shall provide the following: 1. Estimate of the Offeror's current workload and future commitments to other disaster monitoring contracts both in man-hours per year and as a percentage of total workload for all key project personnel. 2. List of all current contractual obligations within Florida for similar disaster monitoring services. Should this state disaster debris removal and not monitoring?
