Bid/proposal shall be submitted on the form furnished and in sealed envelope, and marked on the outside with the
item title, reference number and bidder’s name. Contract awarded pursuant to the Invitation to Bid or Request for
Proposals will be subject to provisions of the Town of Brookline By-Laws Article 4.4 Fair Employment Practices
with regard to Contracts, relating to non-discrimination in employment, and Article 4.8 Living Wage By-Law,
relating to wages paid to employees. The Town reserves the right to accept any bid/proposal in whole or in any
part, and to reject any or all bids/proposals if it shall be deemed in the best interest of the Town to do so.

GENERAL
Competitive sealed proposals are invited in accordance with the provisions of Massachusetts General
Laws, Ch. 30B for a Director of Instruction for the Town of Brookline.
Procedures under this Request for Proposals (RFP) require a separate and confidential submission of a
Cost Proposal and a separate submission of a Technical Proposal. Technical Proposals will be evaluated
without knowledge of prices by a committee appointed by the Chief Procurement Officer. The Chief
Procurement Officer will determine the most advantageous Proposal after taking into consideration the
evaluation of Technical Proposals made by the committee together with a consideration of prices set forth
in the Cost Proposals.

Proposals may be held open for a period of one hundred twenty (120) days from the proposal due date
unless award is made sooner or the time for award is extended by consent of all parties concerned.
Award, payment and performance obligations shall depend on the availability and appropriation of funds.
The Town of Brookline reserves the right to reject all proposals.

The deadline for submission of proposals is January 28, 2026 at 2:00pm at which time they will be
opened in confidence in accordance with c. 30B, §6 (d).
Proposals submitted after that time and date will be rejected.
NOTE: Payment (Price) Proposals must be kept entirely separate from Technical Proposals. Failure to
follow this instruction will result in rejection of the proposal.
It is the sole responsibility of the Proposer to ensure that the proposal arrives on time at the designated
place.

The Cost Proposal shall identify costs per task, including the fully burdened hourly rate of each individual
assigned to each task. If modifications are proposed to the Scope of Services, the costs of said
modifications should be clearly identified.
Project Description
The Town of Brookline, Massachusetts is seeking proposals from qualified individuals who will manage
and facilitate a golf instruction program/academy at the Brookline Golf Course. The Director of Instruction
(DOI) will lead their program/academy, which will create opportunities for private, clinic, and event style
instruction opportunities. This program/academy will be of high-quality, providing programing for adults,
juniors, and seniors alike through a variety of formats.
Contracted Scope of Services provide by the DOI/Academy
• Develop an Instructional Program/Academy which will be co-branded to represent the golf course
that focuses on the following pillars
o
Growing the game
o
Improving the ability of our golfers
o
Being an ambassador of the Brookline Recreation Department
• The programs should provide different formats of learning
o
Private Instruction
o
Clinic Instruction
o
Corporate Clinics

• Shall the DOI propose to develop an Academy, the following are aspects of that Academy that
we’ll be requesting:
o
Instructors who are diverse and representative of the community.
o
The Academy will be an inclusive entity of the golf course and be expected to
co-brand with all marketing and advertising efforts.
o
The Academy under the direction of the DOI, assisted by the General Manager
and Brookline Recreation Department, will lead community-based golf initiatives
focused on the following:
First Tee Outreach Program focused on bringing the game of golf to the
public schools in Brookline.
PGA Hope Brookline Program (https://nepga.com/foundation/pgahope/
Other community initiatives that are identified by the General Manager
and mutually agreed upon.
o
The DOI would present a multi-year business plan for the Academy, which
would be visited annually for updates and review within the scope of this RFP. This
would be presented to the GM and Brookline Recreation Leadership.
Director of Instruction Standards of Service
• Create instructional programs to enhance service and maintain interest and enthusiasm among all
customer segments including minorities, juniors and disabled golfers
• Create player development programs to foster both a recreational, fun environment plus a
competitive environment (as appropriate for each market segment)
• Be an active participant in the Brookline Golf Course junior program
• Prepare instructional curriculums for programs and clinics to be reviewed, and approved, in
advance by the General Manager
• Assist the Professional Team consisting of the Head Professional/GM and/or Assistant Golf
Professionals, with the development of programming designed to attract new and existing golfers
• Assist the Professional Team, consisting of the Head Professional/GM and/or Assistant Golf
Professionals, with the implementation of a men’s and women’s instructional program; clinics and
team clinics, individual lessons, rules and etiquette
• When marketing instructional business, dual branding will be required across all mediums
• Research and incorporate state of the art teaching methods
• Report all lessons given and all financial transactions in accordance to the agreed upon method
between the DOI and GM, discuss later in this RFP
• Promote the purchase of golf clubs for clients through the golf course. Participation in the Demo
Days is encouraged.
• Assist with the upkeep of the facilities, which are used to conduct programs to ensure safety,
cleanliness, and professional conditions exist at all times.
