    Description of Work:

This is a single source posting notification; there are no solicitation documents for download. Note: This posting is not a Request for Bid (“RFB”) or Request for Proposal (“RFP”).

The State of Minnesota, Minnesota Pollution Control Agency (MPCA) intends to purchase dioxin/ furan laboratory analysis of polyethylene device (PED) passive samplers for a site in the St. Louis River Area of Concern (SLR AOC).

Bureau Veritas Laboratory has been the primary contractor for the Environmental Protection Agency (EPA) that has conducted dioxin/furan analysis of PED samplers at previous SLR AOC sites. Analyzing PEDs is not a standard laboratory procedure, and BVL has the media-specific experience and operating procedures to meet the scope of work required. The data from this investigation will be used to compare to previous collected sample results, which makes analytical testing consistency key to interpreting the results. Because of the historical experience with BVL and the excellent results they have provided on past projects, as well as the need for our test results to meet EPA standards, this has been determined to be a single source, and no substitutions will be accepted.

If there are any concerns regarding this single source opportunity, you must contact Cari LaRose via email at cari.larose@state.mn.us by May 29, 2026, at 2:00 PM Central Time. Include the reference number and title of the posting in the subject line.
