  • Summary The Office of Climate Action, Sustainability and Resiliency (CASR) on behalf of the City and County of Denver desires to solicit proposals for professional services to develop a Digital Twin Platform for Climate Resilience and City Planning.
Purpose

This RFP is being solicited by the Mobility and Energy Transition Team in Denver’s Office of Climate Action, Sustainability and Resiliency (“CASR”). CASR seeks proposals from qualified firms to develop a comprehensive Digital Twin platform. This platform will support integrated, regional scenario planning for the City and County of Denver. This platform will enable data-driven decision-making across multiple domains. It will look at things like climate resilience (i.e., heat, flooding, snow), air quality, noise, economic impact, mode shift, transportation, and emergency management.

A digital twin platform is a virtual replica of a physical object, process, or system. It uses real-time data to mirror its counterpart's behavior and performance. These platforms leverage technologies such as AI, IoT sensors, machine learning, and analytics. This provides insights for decision-making, predictive maintenance, and operational optimization.

Required Insurance

The city does not negotiate insurance requirements or contract insurance language, and any objections not raised formally in the selection process are waived.

It is strongly recommended that all applicants prepare a Certificate of Insurance (COI) for all insurance as soon as possible to expedite the contracting process.

  • Commercial General Liability
  • Business Automobile Liability
  • Cyber

  • 12/29/2025: Issuance of RFP via BidNet
  • 01/08/2026: Deadline to submit questions via BidNet by 10:00 a.m. MT
  • 01/09/2026: Response to questions via BidNet
  • 01/30/2026: Final submissions due by 10:00 a.m. MT
