Alexandria City Public Schools (herein after “ACPS) is currently seeking qualified Offeror(s) to
provide digital platforms that will provide students with ongoing access to a high volume of quality
literary and informational texts to drive their ongoing reading development.
PROPOSAL TIMELINE:
All questions must be submitted via email to angela.queen@acps.k12.va.us, with the
notation, “RFP 703: Digital Books Question” on or before 12:00 PM EST on August 19, 2020.
ACPS endeavors to provide answers to questions via an addendum to this solicitation within three
(3) business days. ACPS may extend the opening date for proposal responses.
Vendors must be registered with eVA before the opening date and time, as specified in the cover
page of this solicitation or subsequent addenda. The registration process must be completed before
submitting any response to a solicitation, so allow enough time to complete that process. Proposals
must be received by or prior to 3:00 PM, August 25, 2020 for furnishing the services described
herein.
Each Offeror is solely responsible for ensuring that such Offeror has the current, complete version
of the RFP documents, including any addenda, before submitting a proposal.
Upon initial review of the proposals, ACPS reserves the right to down select and schedule
presentations with a short list of offerors. It is anticipated these presentations, if scheduled, may
occur the week of September 1, 2020.

SECTION 1. PURPOSE
The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to provide a
digital platform that will provide students with ongoing access to a high volume of quality
literary and informational texts to drive their ongoing reading development. In preparing for
a school year in a blended learning environment, it is critical that we ensure equitable
access to engaging and relevant texts for all students. ACPS invites any qualified Offeror to
respond to this RFP by submitting a proposal for services consistent with the terms and
conditions herein set forth. Final scope of services will be negotiated with multiple
successful Offerors.
SECTION 2. MISSION / BACKGROUND
Alexandria City Public Schools is committed to providing an equitable education to all
students in which disparities based on race, economics, and other measures of difference
are reduced and eliminated. We aspire to bridge barriers to access by providing teachers
with resources to match all students with a high volume of texts to propel their reading
development.
We want teachers to gain easy access to high-interest, quality texts that engage student
interest, support content-area instruction, and accelerate students’ reading development. In
preparing for a year in which potential rolling school closures will limit students’ access to
text typically provided in school, it is critical that we provide teachers with resources for
doing this through digital platforms.
ACPS serves approximately 1200 students per grade level. For the 2020-2021 School Year
(SY), forecasts:
Kindergarten - 956 students
First Grade - 1476 students
Second Grade - 1458 students
Third Grade - 1331 students
Fourth Grade - 1229 students
Fifth Grade - 1297 students
Sixth Grade - 1185 students
Seventh Grade - 1171 students
Eighth Grade - 1206 students
Ninth Grade - 1196 students
Tenth Grade - 1206 students
Eleventh Grade - 960 students
Twelfth Grade - 923 students

SECTION 3. INSTRUCTIONS TO OFFERORS
A. Proposals must be submitted in accordance with the instructions and requirements
contained in this RFP. Failure to do so may result in the proposal being considered
non-responsive and it may be rejected. An offeror must promptly notify the
Procurement office of any ambiguity, inconsistency, or error which may be
discovered upon examination of the RFP. An Offeror requiring clarification or

interpretation of this RFP should contact the Buyer, Angela Queen at
angela.queen@acps.k12.va.us.
B. Prospective Offerors are to address the criteria below at a minimum as part of their
submitted proposal. Each proposal should include a transmittal letter and
management overview of the proposal. Proposals are to include and may be
evaluated on the following factors, together with such other factors that will protect
and preserve the interests of ACPS, which may also be considered.
1. Understanding of the RFP and Technical Approach: Each Offeror shall
provide a statement and discussion of the requirements as they are analyzed
by the Offeror. Each Offeror shall propose a definitive Scope of Work with
explanation of technical approaches and a detailed outline of the proposed
process for executing the requirements of the scope and achieving the
objectives of this Request for Proposal.
2. Digital Books Subscription Service: Each Offeror shall provide details of the
Digital Books Subscription Service that they intend to supply. Details should
include online teacher resources that will be provided.
3. Trial Access to Digital Books: Each Offeror shall present trial access to any
online books. Offeror should specify how long the trial access is available for
review, any special technological requirements, and all associated terms and
conditions for use.
4. Work Plan Methodology and Draft Schedule: Each Offeror shall present a
description of the phase or segments into which the proposed program can
be logically divided and performed. The plan must address separately each of
the tasks described in this RFP. This section should also contain a discussion
of any changes proposed by the Offeror which substantially differs from the
project scope described in this RFP. Further, this section shall include
detailed descriptions of activities, and anticipated deliverables. The Offeror
should provide a draft schedule that outlines the number of calendar days
from the Notice of Proceed to the final deliverable and the associated
activities/deliverables. The Work Plan Methodology should specify the date
upon which all resources would be received and when training/professional
development on new materials could occur.
5. Training/Professional Model: Each Offeror shall provide details of a sample
training/professional development plan. The training plan should address, for
three (3) days of training, Literacy Leadership Cadre, media specialists, and
lead content area teachers to learn how to best capitalize on the platform’s
resources. The initial training shall occur in September and throughout the
school year. Training shall include professional development (PD) options of
either face to face or via webinar.
