Overview

Summary

The general items of work to be done as part of this project consist of confined space entry, removal and disposal of accumulated sludge, grit, and debris from the existing anaerobic Digester No. 2, pressure washing of all internal surfaces, and coordination with facility staff to safely clean and prepare the digester for inspection and future operation. Preparing the digester for inspection will include: providing all access, coordination, temporary facilities, safety measures, ventilation, lighting, and support necessary for the District, engineer, and District-selected structural and/or specialty engineering firm(s) to perform an interior and exterior condition assessment of the digester to identify potential mechanical, structural, and/or coating repairs beyond the Work of this Contract.

All work will be performed at Valley Sanitary District’s Water Reclamation Facility located at 45500 Van Buren Street, Indio, CA 92201.

Background

The Valley Sanitary District (“VSD”) is in the Coachella Valley about 20 miles southwest of the Palm Springs airport. VSD is a wastewater district, founded in 1925, operating under the Sanitary District Act of 1923. VSD has over 28,000 service connections in a 19.5 square mile service area serving a population of about 89,000 in the communities of Indio, Coachella, La Quinta, and unincorporated Riverside County. VSD is governed by a five-member Board of Directors and led by a senior management team comprised of a General Manager, District Engineer, Wastewater Operations Manager, and Chief Administrative Officer.

Digester No. 2 was constructed in 2013 and has been in operation since. It has not been cleaned since it began operation.
