Summary

The City of Lakeland, Department of Electric Utilities, is soliciting competitive bids for the design, manufacture, and delivery of twenty (20) Diesel Oxidation Catalyst (DOC) assemblies for the Winston Generating Station in Lakeland, Florida.

The Winston Generating Station operates twenty (20) stationary diesel-fueled emergency and peaking engines that are equipped with catalytic converter/silencer housings. The existing DOC assemblies have reached the end of their effective service life and must be replaced to ensure continued compliance with applicable NESHAP RICE carbon monoxide (CO) emission requirements.

The intent of this procurement is to obtain direct-replacement DOC assemblies that are compatible with the existing equipment, meet defined performance and pressure drop requirements, and provide reliable long-term operation under intermittent duty cycles. Installation will be performed by the Owner; however, the selected vendor shall provide compliant equipment, documentation, performance guarantees, and technical support as specified in the solicitation. This solicitation is intended to result in the award of a firm, fixed-price contract for the supply and delivery of DOC assemblies meeting the technical specifications outlined herein.
