With the increase of COVID-19 cases in the State of South Carolina, MUSC is
extending the opening date of this solicitation to August 10th, 2020 so that it can
facilitate a site visit that will be safe for all. The next published Amendment will
provide instructions once a date and time has been established.
II. SCOPE OF WORK/SPECIFICATIONS
The Medical University of South Carolina (MUSC) and Medical University Hospital Authority (MUHA) is seeking
a contractor to provide repair service and cleaning of its forty-three (43) MUSC fuel tanks and thirty-three (33)
MUHA fuel tanks, with a combined total of seventy-six (76) tanks operated by the two (2) institutions. See
Attachment C, Lot 1 tab MUSC, Lot 2 tab MUHA for fuel tank location and size. The contractor must supply its
cost by the frequency on the spread sheet for each lot. The contractor must issue separate account number and billing
for MUSC and MUHA. At no point during the life of this contract shall these accounts be combined. Contract shall
begin immediately upon award with the first fuel tank cleaning beginning June 2021. Contract must begin
immediately after award with the first fuel tank cleaning beginning June 2021.
1. FUEL TESTING/CLEANING STANDARDS:
b. All tanks listed under the University Tank List Highlighted in Green and all MUHA Fuel Tanks
(reference Attachment C) be cleaned within 30 days of start date must be cleaned annually.
These tanks are considered high-risk assets that require priority service. All remaining tanks shall
be cleaned within 60 days of start date. Exceptions will be made for tanks that require additional
services. MUSC and MUHA must be notified in writing of any additional services required within
24 hours of discovery and given an estimated remediation timeline. Tank cleaning shall be
conducted between June and July each year.
g. Chemically treat fuel with appropriate inhibitor (if not done during inspection). University Fuel
fuel tanks that are not cleaned annually and are larger than 2,000 gallons must be circulated
annually. See item number 4, Inspection and Approval, paragraph d. for schedule details.
i. Contractor must run fuel through a closed loop filter circulating system consisting of (3) three 1
micron bag filters, a 0.5 micron canister filter, oil and water separation through a coalescing unit
and two water absorption filters, then return fuel to the tank under pressure. The pickup and return
points for the fuel remediation system shall be on the opposite ends of the fuel tank (if possible).
Contractor shall filter the nominal volume of the fuel tank no less than three up to (3) times under
the cost of the contract (no additional cost to the owner).
4. INSPECTION AND APPROVAL:
d. Contractor must provide full price listing for Bidding Schedule in Attachment C-Fuel Tank List
(Lots 1 and 2). Lot 1 has twelve (12) tanks that must be cleaned annually (highlighted in green).
The remaining University Tanks are tested annually but test results will drive if cleaning is
required for that year. The July 2021 fuel tank cleaning will be an off year with only the 12
(green highlighted) tanks being cleaned. Every other year will alternate with all tanks being
cleaned (ex. – 2021 partial tank list cleaning, 2022 full tank list cleaning, and 2023 partial
tank list cleaning).
The following fuel tanks in lot 1 will be cleaned every other year after the initial service; (example Year 1, 3,
and 5 Years 2 and 4)
