This addendum shall be part of the Contract Documents as provided in the Instructions to

Bidders.

The following items are issued to add to, modify, and clarify the Contract Documents. These

items shall have full force and effect as the Contract Documents, and the cost involved shall be

included in the bid prices.

Acknowledge receipt of the addendum by inserting its number and date on Page 00300-5 of

the Bid Documents. Failure to do so may subject the bidder to disqualification.

This Addendum No. 1 consists of 38 pages including the title sheet and all attachments.

PRE-BID CONFERENCE

The pre-bid conference was held on August 12, 2026 at 10:00 a.m. The pre-bid conference

agenda, sign-in sheet and plan holders list are provided as attachments to this addendum.

BIDDER QUESTIONS

1. Q:

Could you please clarify the anticipated construction schedule for the project?

Specifically, is the awarded contractor expected to begin and complete the work

by the end of 2026, or is the work anticipated to begin in spring 2027?

We anticipate awarding in October and issuing a Notice-to-Proceed within 30

days of executing the agreement.

2. Q: Is attendance to the pre-bid conference mandatory to bid the project?

A: No, Pre-bid conference is non-mandatory

3. Q: Are you requiring union labor for this project, or can both union and non-union

contractors participate?

A: Union labor is not required for this project.

4. Q: Will the project require certified payroll?

A: No certified payroll is required.

5. Q: What is the estimated budget for this project?

A: $580K

6. Q:

Please send the most recent inspection report for the tank, along with any

available photos?

The latest inspection report was completed in 2020 and will be added by

Addendum. Current exterior tank photos are included in Appendix A of the

Specifications.

Thursday September 10, 2026 @ 3:00 p.m.

I. Introduction

Introduction of attendees and representatives of the Owner and design engineering

team.

II. Project Overview

1. Scope of work

a. Interior and exterior repainting and repairs of existing 500,000-gallon

pedesphere style elevated storage tank

• Repair damaged overflow pipe.

• Remove and replace 16” gate valve.

• Contractor will be responsible for providing containment, as necessary.

• DWSD logo to be painted on two sides.

• Contractor to provide 3rd party NACE inspector, 3rd party NACE

inspector to be approved by the Owner.

• All antennas on the tank will remain in place during the work. The

Contractor shall be responsible for protecting all antennas in place. The

SCADA antennas are monitoring/controlling water production and sewer

pumping throughout the city. The District’s entire metering system relies

on the AMI antenna.

III. Review contract time of performance and liquidated damages

1. Contract time is 90 calendar days.

2. Liquidated damages are $800.00 per day.

IV. Procedures for bidding and awarding the contract

SEALED BIDS shall be addressed to the Executive Director, Diamondhead Water and

Sewer District and delivered to the District’s office located at 4425 Park Ten Drive,

Diamondhead, MS 39525 by 3:00 P.M. Central Time on Thursday September 10, 2026.

Bids can be submitted electronically at www.digitalengineeringplans.com.

The bids will be publicly opened and read aloud at 4:00 P.M. on Thursday, September

10, 2026 at the DWSD Board of Commissioners Meeting in the DWSD Conference

Room, 4425 Park Ten Drive, Diamondhead, MS 39525.

The bids must be submitted utilizing the bid package provided in the specifications.

The bidder must take care to comply with state bid laws.

All nonresident Bidders are therefore advised Mississippi Law requires that out-of-state

Bidders for public projects over $50,000 provide a copy of their State’s current

Preference Law when submitting a bid. Any bid submitted by a nonresident contractor

which does not include the nonresident contractor's current state law shall be rejected

and not considered for award. If the contractor's State does not have Preference Law

provide a written statement indicating so with the bid.

V. Coordination with the Owner

As necessary to complete work.

VI. Coordination with other Contractors

None.

VII. Review Procedures for Submittals

DE will review all submittals in a timely manner and will maintain adequate staff to

provide a quick turnaround of all requests.

VIII. Issuance of Addenda

DE will issue an addendum to answer any bidder/contractor questions. Additional

items may be included, and it will include the summary of this pre-bid meeting, the

sign-in sheet, and a list of plan holders.

IX. Contractor Questions

Questions concerning the project specifications will be investigated and changes, if

warranted, will be made by addendum. All questions should be directed to John Stein

at Digital Engineering via email to jstein@deii.net. Questions will be accepted until

September 4, 2026.
