The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO) 15, plans to issue a Request for Quote (RFQ) for private Ethernet transport services. These services will support Illinois Law Enforcement Agencies Data System (LEADS 3.0) connectivity at the Marion VA Medical Center, located at 2401 West Main St., Marion, IL 62959-1188. The anticipated RFQ number is 36C25526Q0351, under Action ID 36C255-26-AP-1222.
The applicable North American Industry Classification System (NAICS) code is 517111, Wired Telecommunications Carriers, and the Product Service Code (PSC) is DG10, IT and IT Telecom as a Service. This requirement will be issued as a small business set-aside.
The Government anticipates awarding a single-award, firm-fixed-price, five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with five (5) twelve-month ordering periods for Virtual Private Network Ethernet Service at the Marion VA Medical Center in Marion, IL. Individual task/delivery orders will be issued by the NCO 15 Contracting Officer under the resultant IDIQ contract.
The Contractor shall furnish all necessary labor, materials, equipment, transport services, and coordination to establish and maintain a LEADS 3.0 connection through the Illinois Century Network (ICN), using a Metro-E, EVPL, Layer-2, or comparable private Ethernet transport circuit from the Marion VA Health Care System to an ICN point of presence (POP), in full accordance with State of Illinois requirements.
The RFQ is expected to be posted on or about April 24, 2026, with quotes due on or about May 8, 2026; the official closing date and time for receipt of quotes will be stated in the RFQ.

The RFQ and any amendments will be issued electronically and will be available only through the Governmentwide Point of Entry (GPE) at SAM.gov (Contract Opportunities). This presolicitation notice is not a request for quotes, and no telephone requests for the RFQ will be accepted. No contract award will be made from this announcement.
