Description

This is a Sources Sought Notice only. It seeks information from sources that can provide bulk and retail fuel services. No solicitation is being issued at this time. For reference purposes, this SAM notice is numbered SPE603-26-R-5X71. The amount of information available at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10.





The Defense Logistics Agency (DLA) - Energy - FESBA seeks potential qualified businesses that are able to provide services to discharge Government-owned aviation turbine fuel at DFSP Bordentown, NJ and transfer it to the Government-owned pipeline at the McGuire AFB, NJ. The DFSP Bordentown dock berth and mooring facilities shall be capable of receiving and berthing a barge not to exceed 4,200 deadweight tonnage (DWT), 300 feet length overall (LOA), with a minimum draft of 10 feet at mean low water from the dock to the open water. The facilities should be equipped with a turning dolphin capable of accommodating the lateral forces induced when turning a vessel and provide mooring points for barge mooring lines. The Contractor shall provide a detailed description of any port restriction/requirement, along with height restrictions from ships manifold to the waterline during loading, as well as a detailed schematic of the berth and mooring facilities showing the minimum and maximum capabilities to include current dredging charts for evaluation. The Contractor’s capability shall include all the necessary arrangements, permits, licenses, etc. to receive tankers and barges at the dock facility.





This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $36.5 million. The Government plans to award one firm-fixed price contract for a four-year based period, with three five-year option periods of performance and a possible extension not the exceed six (6)months.





Responses are limited to not more than 5 pages. Any information provided to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice. All responses to this notice are to be submitted by 3:00 p.m. local time Ft Belvoir, VA on September 14, 2026. Only responses submitted via E-Mail will be considered. E-Mail submissions to: Dominique.1.Vest@dla.mil.





Interested companies should respond to the following:





1. A company profile to include number of employees, office location (s), DUNS/CAGE Code number, and a statement regarding current business status. Please note that registration in the SAM is required for DLA Energy contractors.



2. Capability of providing qualified and experienced personnel with appropriate clearances, if required.



3. Past Performance: Do you have past performance as a prime contractor or subcontractor on service contract for similar fuels management requirements? If so, please provide the following: Contract number, Name of Government Agency or Commercial Entity. Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to GOCO fuels management. If your firm acted as subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage.



4. Address any past performance problems, and resolutions taken.



5. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, type (s) of service would you perform.



6. Does your company have experience with Service Contract Act of 1965 covered contracts?



7. Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a five-year contract with multiple locations, in the event there are delays with the payment process?



8. What realistic phase-in period would you require to commence performance with personnel, equipment, and materials?



This Source Sought Notice (SSN) is for planning and market research purposes only and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist and to assist in determining if this effort can be competitive.

Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions.

This is not a request for quote or proposal. The Government does not intend to award on the basis of this SSN or reimburse any costs associated with the preparation of responses to this SSN.
