DFCM Construction: Notice of Upcoming CMGC Solicitation

Project Description: This courtesy posting is a Notice of DFCM's intent to release a CMGC solicitation for the UTA FrontRunner 2X Program Rail Maintenance Facility only.
The Division of Facilities Construction and Management (DFCM), in coordination with the Utah Department of Transportation (UDOT) and the Utah Transit Authority (UTA), anticipates releasing this Construction Manager/General Contractor (CMGC) solicitation in late February 2026.
FrontRunner 2X is a State of Utah–led program focused on expanding FrontRunner commuter-rail service by adding double-track segments, improving system reliability and capacity, and supporting increased service frequencies along the Wasatch Front. The proposed maintenance facility is a critical element of the program, providing long-term operational and maintenance capacity to support expanded rail service.
Once the solicitation is released, the project team will not be able to meet individually with potential proposers in order to ensure a fair and transparent procurement process. A mandatory meeting for proposers will be held as part of the formal solicitation process, with details provided in the solicitation documents.
