EBMUD is soliciting proposals for Engineering Consultant Services for the Dewatering Improvements Project - Planning Phase. This project will determine a long-term solution for the Main Wastewater Treatment Plant dewatering facility that improves process reliability, performance, and capacity, while addressing aging infrastructure and improving seismic performance and resilience.

Please respond to this RFP no later than 4:00 p.m. on Tuesday, April 9, 2024. Completed proposal must be submitted by electronic mail. Email the Proposal to Kevin Jim at: kevin.jim@ebmud.com with the Proposer's firm and "Proposal for Dewatering RFP" in the subject line. The Proposer may include a link to the attachments too large to be shared by email (over 20 MB). The RFP provides guidelines on how to submit a proposal.

An optional Pre-Proposal Conference is scheduled for 11:00 a.m. on Tuesday, March 12, 2024, via video conference on MS teams. RSVP to the Proposal Conference by emailing kevin.jim@ebmud.com . A Microsoft Teams link will be sent out to prospective Proposers.

An optional Site Walk is scheduled for 11:00 a.m. on Thursday, March 14, 2024. Email kevin.jim@ebmud.com for meeting details and requirements.

Dewatering Improvements Project – Planning Phase
I. STATEMENT OF WORK
A. SCOPE
It is the intent of these specifications, terms, and conditions to describe the professional
engineering consultant services needed to complete the planning phase of the
Dewatering Improvements Project.
The dewatering facility located at the East Bay Municipal Utility District’s (District’s)
Main Wastewater Treatment Plant (MWWTP) in Oakland, California, has been in
operation since 1976. Major equipment is in poor condition and failing at an increasing
and unsustainable rate, often resulting in entire treatment trains going out of service for
extended periods. Equipment outages caused by aging infrastructure, coupled with
existing design limitations, have led to a reduction of dewatering capacity, and have
affected treatment processes upstream. Of all MWWTP process areas, the dewatering
facility requires the greatest number of hours to keep the process operational. Seismic
deficiencies at the dewatering facility also need to be addressed, as it is an occupied
facility with high likelihood and high consequence of failure.
The objective of this project is to determine a long-term solution for the dewatering
facility that improves process reliability, performance, and capacity, while improving
seismic performance and resilience.
The main scope of the planning phase includes project definition, technologies
evaluation, alternatives analysis, near-term solutions for existing dewatering facility,
basis of design, and project delivery method evaluation.
B. PROPOSER QUALIFICATIONS
1. See Exhibit A – RFP Response Packet and the submittal instructions for specific
materials to be included in the proposal. Proposer’s qualifications should be
addressed in the Statement of Qualifications (SOQ).
2. Proposer Minimum Qualifications
a. Lead Firm
(1) The lead firm shall oversee and coordinate all aspects of the
proposed project team’s scope of work. The lead consulting firm
must provide information that demonstrates its experience on
projects of similar type, size, and complexity as the current project
under consideration. Experience must include at least two planning,
facility planning, and/or design projects for a wastewater treatment
plant which includes solids dewatering within the last ten years. The

relevance of cited projects, and the experience of specific
individuals proposed for the current project, should be emphasized.
b. Project Manager
(1) The Project Manager will be the primary client contact and is
responsible for the day-to-day management of the project and
ensuring that the project scope, budget, and schedule are met.
Provide both technical and managerial qualifications for the
proposed Project Manager, who must meet the following minimum
requirements:
(a) Must have had experience successfully completing at least
two planning, facility planning, and/or design projects for a
wastewater or water treatment plant within the last ten
years, each with a minimum fee of $500,000.
(b) Must be an employee of the lead firm and have at least ten
years of experience managing civil/water/wastewater
process, structural, planning, or design projects for water or
wastewater treatment facilities.
c. The following information should be provided for the Project Manager and
Key Personnel:
(a) Years of experience
(b) Percent (%) time available for this project
(c) Resumes
d. The Qualifications of the proposer’s firm, any subconsultant(s), and project
team must collectively demonstrate experience on projects of similar type,
size, and complexity as the proposed project.
e. Proposer’s staff or subcontractors shall stamp all deliverables, reports,
drawings, and specifications. Stamps shall be of their relevant disciplines
including but not limited to:
(1) California Professional Civil Engineer(s) in good standing licensed
with the Board for Professional Engineers, Land Surveyors, and
Geologists.
f. Proposer shall possess all permits, licenses, and professional credentials
necessary to perform services as specified under this RFP.
