Description:

Massachusetts Development Finance Agency (MassDevelopment) is soliciting proposals from companies capable of performing Operation & Maintenance services for the Devens Water Utility system. Devens Water provides water services to approximately 950 residents and well over 100 commercial entities in Devens, as well as interconnections outside of the enterprise zone. The selected contractor shall provide full contract operation and maintenance services, as described in the RFP and attached forms, at MassDevelopment’s three (3) water treatment plants, approximately 50 miles of water distribution mains, two (2) 1,000,000-gallon water storage tanks and associated monitoring building, distribution system piping and associated valves, and hydrants. If awarded, it is anticipated that the contract would begin on or before January 1, 2026.

Instructions: All documents and forms can be downloaded from the plan room below. Respondents to this RFP must submit one electronic copy of their proposals via the Wright-Pierce Online Plan Room. Responses must be received no later than October 15th, 2025, by 4:30 pm. The submission must include two separate files: one technical and one price proposal, separately for review. NOTE: We acknowledge that some of the language on the Online Plan Room may reference bids, but we note that this submission is for proposals for the above referenced operations and maintenance contract and not construction bids.
