Title: Development of Strategies for Shared Use of Roadways between ROV/ATV and Typical Highway Vehicles
Problem Description: All -Terrain Vehicles (ATVs) are a general category of off-road vehicles that include single-rider machines with a
straddle seat, handlebar, throttle, hand levers for front and/or back brakes, and a foot peddle. They are ridden or rider-active, meaning, to
properly operate an ATV the rider must be able to shift his or her body weight while riding. Recreational Off-Road Vehicles (ROVs),
sometimes referred to as side-by-sides or Utility Terrain Vehicles (UTVs), are motorized off-road vehicles designed to travel on four
non-highway tires, with a steering wheel, foot control for acceleration and braking, and may have seats for one or more passengers with
safety belts. Except for on the interstate, both ROVs and ATVs are legal to operate on South Dakota public roadways. The vehicles must
be licensed by the state and have basic safety components such as a horn, rearview mirrors, headlights, and brake lights before they are
considered road-legal. Although ROV/ATVs can legally be operated on South Dakota roadways, they are vehicles designed
to traverse trails and bumpy terrains, not public roadways.
Several design elements benefit off-road users however make ROV/ATVs far more dangerous when used on roadways. ROV/ATVs have a
narrow wheelbase and a high center of gravity which requires the vehicle to take wider turns than a typical roadway vehicle. Also,
ROV/ATVs have low-pressure tires designed for rough terrain which grip tightly on hard surfaces. These vehicle characteristics become
even more problematic with larger engines and at higher speeds.
Safety is not only a concern for the ROV/ATV users operating on public roads but also for the typical highway traffic. ROVs and ATVs are
both recreational vehicles. Many times, ROV/ATV driver behavior does not interact well with the typical highway vehicles and the rules of
public roadways. Users will often travel in slow-moving groups looking for trails, causing congestion and disrupting normal traffic flow.
Thus, increasing the risk of crashes. ROV/ATV operators will also travel in the Right of Way (ROW), outside of the highway
surface. Safety concerns arise with the ingress and egress of ROV/ATVs on the roadway. Concern is amplified with some operators
traveling the ROW as if they were in an off-road environment. Not only is this a safety issue, but it also produces excess dust and
sometimes causes damage and erosion to the ROW which must be repaired and maintained.

A growing body of scientific research supports the idea that ROV/ATV use on roadways, either paved or unpaved, is more dangerous than
riding off-road. Studies show that more than half of all ROV/ATV fatalities occur on public roads. Many manufacturers contain warning
tags recommending off-road use only. Even so, the number of ROV/ATVs on South Dakota roads has risen in the past decade. Knowledge
about the risk factors involved is limited among the ROV/ATV users and the public. The development of strategies to
address the safety concerns arising from the shared use of ROV/ATVs and typical highway vehicles on South Dakota public highways will
benefit everyone who travels in South Dakota. It is the first step to improving roadway safety among ROV/ATV users and the public while
ensuring South Dakota roads and road ROWs are operational for all users.
Importance: South Dakota has seen several ROV/ATV-related fatalities during use on paved and unpaved roads in recent years. The
development of strategies to address the shared use of ROV/ATV and typical highway vehicles will increase knowledge and awareness of
roadway safety among ROV/ATV users, the public, and policymakers. This may in turn reduce crashes and save lives. It will also increase
knowledge and awareness amongst ROV/ATV users regarding the maintenance needs of South Dakota roads and road ROWs that result
from ROV/ATV use. This will in turn save the DOT costs, time, and labor in repair and maintenance.
Research Objectives:
1. Analyze past ROV/ATV crash data to identify contributing factors that have an overrepresentation of crashes on South Dakota public
roads and identity safety concerns resulting from ROV/ATV and typical highway vehicles shared use.
2. Identify the operational and maintenance needs of South Dakota roads and road ROWs resulting from ROV/ATV use.
3. Recommend strategies to improve the safety of typical highway vehicles and ROV/ATV on public roadways and to address the
operational and maintenance needs of South Dakota roads and road ROWs due to ROV/ATV use.
4. Develop an implementation plan for federal, state, and local agencies to implement safety, operational, and maintenance strategies for
future and existing use on South Dakota roadways.
Research Tasks:
1. Meet with the technical panel to review the project scope and work plan.
2. Perform an in-depth literature review pertinent to the shared use of ROV/ATV and typical highway vehicles on public roads. Topics
should include crashes and contributing factors, safety concerns, existing safety initiatives and educational resources, recommended
ROV/ATV safety equipment, and the operational and maintenance needs of roads and road ROWs due to ROV/ATV use.
3. Develop a survey instrument and recommend ROV/ATV safety initiative coordinators, user groups, federal personnel, and other state
agency personnel for distribution. The survey instrument should identify best practices, processes, enforcement, and lessons learned to
mitigate safety, operation, and maintenance concerns with the shared use of ROV/ATV and typical highway vehicles on public roads.
4. Upon approval of the recipients and survey instrument by the technical panel, distribute the survey instrument and analyze the results.
5. Prepare and present for approval by the project’s technical panel a technical memorandum summarizing the findings in Tasks 2-4. 6.
Obtain past ROV/ATV crash data from SDDOT and analyze it to identify contributing factors with an overrepresentation of ROV/ATV
crashes on public roads in South Dakota.
7. Interview federal, state, and local agency personnel, and ROV/ATV user groups to determine ROV/ATV and typical highway vehicle
shared use policies, procedures, and safety, operational, and maintenance concerns in South Dakota. Interviews should also identify the
agency’s roles and responsibilities, key personnel, and resources related to ROV/ATV use.
8. Recommend strategies to improve the safety of typical highway vehicles and ROV/ATV shared use of South Dakota public roadways
and to address the operational and maintenance needs of South Dakota roads and road ROWs due to ROV/ATV use.
9. Prepare and present for approval by the project’s technical panel a technical memorandum summarizing the findings of Tasks 6-8.
10. Prepare and present to the technical panel an implementation plan for federal, state, and local agencies to implement strategies from
Task 8.
11. In conformance with the Guidelines for Performing Research for the SDDOT, prepare a final report summarizing the research
methodology, findings, conclusions, and recommendations.
12. Make an executive presentation to the SDDOT Research Review Board at the conclusion of the project. Potential Implementation:
Successful research will provide an implementation plan for SDDOT and local agencies to implement strategies to address safety,
operational, and maintenance issues resulting from the shared use of ROV/ATVs and typical highway vehicles on public roads.
SDDOT Involvement: SDDOT involvement will be needed from the Office of Project Development to provide resources to perform
ROV/ATV crash analysis and from the Division of Operations to participate in interviews. The project technical panel will be involved in
reviews, approvals, and supplying information to the researcher.
Available Funding: $120,000 Anticipated Start Date: July 1, 2024 Duration: 15 months
Terms of Payment: Payment for study services will be made upon SDDOT’s acceptance of key project deliverables. For this study,
percentages of total project cost will be paid upon satisfactory completion of the following tasks:

General Information: The South Dakota Department of Transportation solicits proposals from colleges, universities, research institutes,
foundations, consultants, federal, state, and local agencies, and others with demonstrated capability and experience in the subject area.
The South Dakota Department of Transportation gives public notice of its policy to uphold and assure full compliance with the non-
discrimination requirements of Title VI of the Civil Rights Act of 1964 and related Nondiscrimination authorities. Title VI and related

Nondiscrimination authorities stipulate that no person in the United States of America shall on the grounds of race, color, national origin,
religion, sex, age, disability, income level or Limited English Proficiency be excluded from the participation in, be denied the
benefits of, or be otherwise subjected to discrimination under any program or activity receiving Federal financial assistance. Any person

Proposals must remain valid for at least 120 days after the submission deadline. All submitted proposals become the property of the South
Dakota Department of Transportation. SDDOT has the right to use all information presented in any proposal unless it is specifically
annotated as being proprietary. SDDOT considers all information contained in proposals to be privileged and reserves the right to
maintain its confidentiality.
South Dakota state statute requires the winning proposal, with proprietary information redacted, to be posted online along with the
corresponding contractual agreement.
SDDOT reserves the right to reject any proposals submitted. SDDOT may negotiate with a selected proposer to address specific
weaknesses in the selected proposal prior to contract award.
SDDOT is not responsible for any costs, including proposal preparation, incurred by researchers prior to the execution of a contract.
Proposal Deadline: Proposals are due to the SDDOT by 5:00 pm CDT on Friday, March 22, 2024. This deadline is firm. Extensions will not
be granted.

Proposal Guidelines: Proposals must fulfill the requirements listed in the document entitled RESEARCH PROPOSAL PREPARATION,
SUBMISSION, AND EVALUATION and dated October 28, 2022.
Proposal Evaluation: Proposals will be evaluated by a technical panel knowledgeable in the problem area. Selection will be made in
consideration of criteria listed in RESEARCH PROPOSAL PREPARATION, SUBMISSION, AND EVALUATION.
