Development of Old Town Peoria

Peoria Economic Development Services Department invites proposals for the opportunity to redevelop and revitalize Peoria’s historic Old Town.

Primary objectives for submitted projects include creating a high quality dining and entertainment environment that promotes walkability and a pedestrian experience, preserves and enhances the historic character of the Old Town Area and engages the already existing public spaces, historical landmarks, arts and special events. Key emphasis would be for top tier or specialty restaurants. Secondary use would be specialty retail and multifamily.

This RFP is intended to reduce the time needed for the private sector to present realistic, buildable, and appropriate urban and mixed-use developments and streamline the request for City assistance on these proposals. Therefore, a proposer may submit a proposal at any time prior to the final deadline listed on page one.

UNSPSC 80 Management and Business Professionals and Administrative Services: This segment includes services associated with the management and administrative functions of an organization or business. This segment also includes business administration, human resources, marketing, management consulting, legal, and real estate services

UNSPSC 84 Financial and Insurance Services: This segment includes services associated with finance, banking, investing and insurance. Included in this section are escrow services.

UNSPSC 93 Politics and Civic Affairs Services: This segment includes services associated with the representation and advancement of culture, community or social interests through either public or private programs. This segment also includes refugee assistance and disaster relief.
