The purpose of this Request for Statement of Qualifications (RSQ) is to solicit competitive sealed proposals from qualified consultants to develop a Five-Year Consolidated Plan and conduct the related Needs Assessment for the County of Volusia’s HUD formula grants, Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) for FY 2025/26 – 2029/30. This RSQ also solicits competitive sealed proposals for development of the County of Volusia’s FY 2025/26 Annual Action Plan and FY 2025/26 – 2029/30 Fair Housing Equity Plan.
The County of Volusia is an Urban County Entitlement Area, receiving funds directly from the U.S. Department of Housing and Urban Development (HUD) on a reimbursement basis for the three formula grants listed above. The Community Assistance Division - Housing and Grants Administration (CAD-HGA) administers the grant funding and is responsible for meeting all planning, reporting and ongoing federal compliance requirements. The Five-Year Consolidated Plan is a requirement to continue to be eligible to receive grant funds. The purpose of the plan is to assess the housing and community development needs. The Annual Action Plan is a requirement of the county as the grantee to inform HUD of intended projects and accomplishments for the upcoming fiscal year. The Fair Housing Equity Plan is a requirement of the county as a HUD grantee and must follow the guidelines as established in the Federal Register Notice of Proposed Rulemaking entitled “Affirmatively Furthering Fair Housing” (88 FR 8516).
