SECTION 1 - INSTRUCTIONS TO OFFERORS
1. Sealed statements of qualifications will be received until 2:00 p.m. (EST), Tuesday,
July 7, 2026, at the Genesee County Purchasing Department, 324 S Saginaw Street,
Suite 9A, Flint, MI, 48502. The Genesee County Purchasing Department hours of
operation are 8:00 a.m. to 4:30 p.m., closed holidays. Label the envelope containing
the information response as described on page 1. LATE PROPOSALS AND
PROPOSALS SENT BY FACSIMILE OR E-MAIL WILL NOT BE ACCEPTED.
2. Please carefully review this document. It provides information necessary to aid
participating vendors in formulating a thorough response. A formal, comprehensive
review period will be conducted to ensure that Genesee County selects the best possible
vendor that will provide the best value and service.
3. Submit one original, one paper copy of your bid. After the offer closes you may
be contacted to send the County an electronic copy of your offer. All proposals
submitted become the property of Genesee County. The original must include a
signature on the Signature Page of a person authorized to make a binding offer. Offers
may not be submitted at the MITN site for this offering.
4. All submissions will be time stamped by an individual within the Office of Fiscal Service
Department. The only acceptable evidence of the time of receipt of the submissions is
that of the time clock that resides within said department. It is each Bidder's
responsibility to ensure that its bid is time stamped by the Fiscal Services Department
by the deadline. This responsibility rests entirely with the Bidder, regardless of delays
resulting from postal handling or for any other reasons. Bids will be accepted at any time
during the normal course of business only, said hours being 8:00 a.m. to 4:30 p.m. Local
Time, Monday through Friday, legal holidays as exception.

6. All communications, any modifications, clarifications, amendments, questions,
responses, or any other matters related to this RFQ, shall be made by and through the
purchasing contact reference in this solicitation. No contact regarding this solicitation
made with other County employees is permitted. Any violation of this condition may
result in immediate rejection of quote.
7. All prospective offerors shall be responsible for routinely checking the Genesee County
Purchasing Department website at Genesee County, MI (geneseecountymi.gov) for
issued addenda and other relevant information. Genesee County shall not be
responsible for the failure of a prospective offeror to obtain addenda and other
information issued at any time related to this RFQ.
8. A sample of a contract is attached to this RFQ. After the award is made to the successful
offeror, the County and the successful offeror will negotiate a final contract that
substantially conforms to said contract. Any exceptions to the terms and conditions of
the contract and this RFQ must be clearly set forth in your bid and referenced on
company letterhead. The County will not entertain negotiations to change any terms
and conditions of the contract or RFQ unless those changes are requested in your bid.
9. Insurance must be provided prior to the contract starting date and kept in full effect and
compliance during the entire contract period. Insurance requirements are provided in
Section 8 Insurance Required from Proposer. Failure to comply with these provisions
will cause termination of the agreement. The County of Genesee requires a signed
Genesee County Insurance Checklist form with each proposal submitted.
The Contractor agrees to be responsible for any loss or damage to property or persons
due to the performance of services herein contracted and further agrees to indemnify
and defend the County of Genesee harmless from any loss or damage resulting
therefrom.
County Policy dictates that under no circumstances can the County agree to indemnify
proposers pursuant to Michigan Law.
10. Offers must be submitted in the format outlined in SECTION 6 - INFORMATION
REQUIRED FROM OFFERORS to be deemed responsive.
SECTION 2 - STANDARD TERMS & CONDITIONS

SECTION 3 - ADDITIONAL TERMS & CONDITIONS
1. Purpose: Through this RFQ, Genesee County ("the County") is soliciting RFQ's from
individuals who are qualified as a Developer for New Construction of Workforce and
Market Rate Single Family Housing.

2. Issuing Office: This RFQ is issued by the Genesee County Purchasing Department
on behalf of the Genesee County Metropolitan Planning Commission (GCMPC). The
contact person is Rita Schubert, Purchasing Manager, Genesee County, 324 S Saginaw
Street, Suite 9A, Flint, Michigan 48502, phone: (810) 257-3195, and
rschubert@geneseecountymi.gov. Email is the preferred method of contact.
3. Questions & Inquiries: All questions regarding this RFQ shall be submitted in
writing and received no later than Wednesday, June 17, 2026, before 3:00 PM (EST)
to the Genesee County Purchasing Department as listed above. E-mail is the
preferred method of contact for all inquiries concerning this RFQ, and please entitle
the subject line of your e-mail as follows: Question(s) for RFQ #26-506. No verbal
interpretation to any respondent as to the meaning of any requirement stated in this
RFQ shall be binding on Genesee County. All responses to questions regarding
this RFQ shall be issued in writing and distributed as an addendum by Genesee
County.
4. Addenda: Genesee County reserves the right to amend and provide clarification of this
RFQ prior to the date for quote submission. In such an event, an addendum will be
posted on the Purchasing Department website Genesee County, MI
(geneseecountymi.gov). Further, all offerors shall acknowledge having seen any and
all addendums issued (1, 2, 3, etc.) on the Signature Page.
5. Qualification Considerations: All costs incurred in the preparation of a response to
this RFQ or any costs prior to approval of the contract by Genesee County and formal
notification to the selected offeror will be the responsibility of the respondent and will not
be reimbursed by Genesee County. Quotes should be prepared simply and
economically, providing a straightforward, concise description of the offeror's ability to
meet the requirements of this RFQ.
6. Responsive Offerors: To ensure proper consideration, all offerors are encouraged to
submit a complete response to this RFQ using the format outlined in Section 6,
INFORMATION REQUIRED FROM OFFERORS. In addition, at least one of the paper
quotes must be signed with an original signature of the official authorized to bind the
offeror to its provisions.
7. Offerors Modifications: Clarifications, modifications, or amendments to any quote that
has been submitted, but prior to the Quotes closing date, may be made only within the
discretion and written approval of the Purchasing Manager.
8. Withdrawal of Offer: Qualification responses may only be withdrawn by an offeror with
written notice prior to the date and time set for the qualifications closing.
9. Validity Period: Any quote submitted as a result of this Request for Qualifications shall
be binding on the offeror for 120 calendar days following the due date.
10. Right to Reject: Genesee County reserves the right to reject any and all quotes
received in response to this RFQ.

11. Disclosure: All information in an offeror's quote is subject to disclosure under the
provisions of Public Act N. 442 of 1976 known as the "Freedom of Information Act". This
Act also provides for the complete disclosure of contracts and attachments thereto. In
the event that a offeror wishes to designate any portion of their submission as
"confidential" or "proprietary," the offeror must contact the Purchasing Manager prior to
submission of the quote. All requests regarding disclosure and requests for
confidentiality of a quote response to this RFQ shall be submitted in writing and received
no later than noon, June 25, 2026, to the Genesee County Purchasing Department as
listed above.
12. Errors, Omissions, and Discrepancies: If an Offeror discovers any ambiguity,
conflict, discrepancy, omission, or other error in this RFQ, it shall immediately notify the
Genesee County Purchasing Manager of such error in writing and request modification
or clarification of the document prior to the deadline for submitting questions. Genesee
County will make modifications by issuing a written addendum. The Offeror is
responsible for clarifying any ambiguity, conflict, discrepancy, omission, or other error in
the Request for Quotes prior to submitting a quote or it shall be waived.
13. Best and Final Offers: Discussions may be undertaken with those Offerors whose
qualifications, based on the evaluation criteria stated herein, has been determined to be
reasonably susceptible of being selected for award. After discussions are held, and
prior to award, offerors may be allowed the opportunity to submit revisions to their
qualifications for the purpose of obtaining best and final offers.
During the aforementioned procedures, neither the names of any of the offerors nor the
contents of any qualifications will be disclosed until the completion of negotiations and
revision of qualifications (Best and Final Offers).
The contract that may be entered into will be awarded based on the bid response and,
where applicable, the Best and Final Offer that is the most advantageous to Genesee
County, per the evaluation criteria included in this RFQ.
14. Non-Assignability: The contract may not be assigned, transferred or conveyed by the
Contractor without the expressed written consent of Genesee County.
15. Independent Contractor: It is understood and agreed to, by and between the
Contractor and Genesee County, that any and all acts that the Contractor or its
personnel, employees, and servants perform pursuant to the terms of the Contract shall
be undertaken as independent contractors and not as employees of Genesee County
by or with a contract or agreement, nor imposed any liability upon Genesee County. All
acts and contracts of the Contractor shall be in its own name and not in the name of
Genesee County.
16. Subcontracts: The Contractor shall not enter into subcontracts to this Agreement with
additional parties without obtaining prior written approval of Genesee County. A
condition of granting such approval is that such subcontractors shall be subject to all

conditions and provisions of this contract. The Contractor shall be responsible for the
performance of all subcontractors.
17. Statement of Exceptions: The offeror shall furnish a statement giving a complete
description of all exceptions to the terms, conditions, and specifications set forth in the
qualifications. Failure to furnish this statement shall mean that the Offeror agrees to
meet all requirements set forth in this solicitation.
18. Acceptance of Qualifications Content: It is proposed that, if a contract is entered into
as a result of this RFQ, the RFQ will serve as the basis for the contract. The contents
of the qualifications of the successful offeror may become contractual obligations if a
contract is issued. Failure of the successful offeror to accept these obligations will result
in cancellation of contract award.
19. Contract Award/Split Awards: The County reserves the right to award by item and/or
group of items. The Offeror to whom the award is made will be notified at the earliest
possible date. Tentative acceptance of the bid, intent to recommend award of a contract
and actual award of the contract will be provided by written notice sent to the Offeror at
the address designated in the bid if a separate Agreement is required to be executed.
20. Debarment and Suspension: The contractor certifies to the best of its knowledge and
belief, that the corporation, LLC, partnership, or sole proprietor, and/or its' principals,
owners, officers, shareholders, key employees, directors and member partners: (1) are
not presently debarred, suspended, proposed for debarment, declared ineligible, or
voluntarily excluded from covered transactions by any Federal department or agency;
(2) have not within a three-year period preceding this form been convicted of or had a
civil judgement rendered against them form commission of fraud or a criminal offense in
connection with obtaining, attempting to obtain, or performing a public (Federal, State
or local) transaction or contract under a public transaction; violation of Federal or State
antitrust statutes or commission of embezzlement, theft, forgery, bribery, falsification or
destruction of records, making false statements, or receiving stolen property; (3) are not
presently indicted for or otherwise criminally charged by a governmental entity (Federal,
State or local) with commission of any of the offenses enumerated in (2) of this
certification; and , (4) have not within a three-year period preceding this proposal had
one or more public transactions (Federal, State or local) terminated for cause or default.
SECTION 4 - MINIMUM QUALIFICATIONS OF OFFERORS
The following requirements are necessary for consideration of contract award:
1. The offeror shall be financially stable and have the financial wherewithal to carry out
the requirements of this solicitation.
2. The offeror must be licensed by the State of Michigan, or by the applicable
authorizing agency.

3. All proposers must be willing to provide services to any client designated by
GCMPC within Genesee County.
4. Experience and Qualifications
a. Experienced development team that has a history of developing affordable
and mixed income developments
b. Capacity to identify, structure, and layer financing and identify ways to reduce
development costs
c. Experience working collaboratively with public entities and community
members
SECTION 5 - PROJECT BACKGROUND INFORMATION
The Genesee County Metropolitan Planning Commission (GCMPC), in collaboration with
the Genesee County Land Bank Authority (GCLBA), seeks qualifications from
experienced developers, or a development partnership team who are interested in
designing, preparing a financing strategy, and coordinating the construction of residential
homeowner properties on a 16-acre site in Grand Blanc Township in Genesee County,
Michigan. This site presents a unique opportunity to create a modern, mixed-income
community that promotes equitable development, workforce housing, and community re-
investment.
The project has a Planned Unit Development (PUD) site plan, approved in 2007. This
project provides an opportunity to restore the property to productive tax-generating use.
The property is currently owned by the Genesee County Land Bank Authority and cost to
acquire the land for development will be discussed.
DEVELOPER OPPORTUNITY SNAPSHOT
* 16.11-acre site owned by the Genesee County Land Bank Authority
* Capacity for up to 56 for-sale units
* Demand for workforce and attainable homeownership in southern Genesee County
* Respondents may propose alternative unit mixes, innovative designs, and
affordability configurations consistent with market feasibility while complementing
current design styles and Township goals.
* Top respondents will advance to an RFP phase to finalize scope, financing, and
implementation
PUBLIC PARTNER ROLE & SUPPORT
The Genesee County Metropolitan Planning Commission (GCMPC) and the Genesee
County Land Bank Authority (GCLBA) will serve as public partners for this project. The
GCLBA holds title to the site and will work with the selected developer regarding the sale
of the property in accordance with applicable policies. Public partners will coordinate with

the selected developer and relevant local agencies to support project review and
approvals, as appropriate. While no funding commitments are implied through this RFQ,
GCMPC and GCLBA intend to engage collaboratively with the selected developer to
support project feasibility and implementation.
SITE OVERVIEW
Location: Grand Blanc Township
Parcel number: 12-36-300-002
Ownership: Genesee County Land Bank Authority
Acreage: 16.11 acres
Zoning: PUD-R2 Residential (copies of the PUD documents can be made available upon
request)
Possible Unit Type: 56 patio style, 2-3-bedroom units (1,000-1,500 sq. feet)
Design Considerations: Should complement the current housing style features in the
area, as well those identified in the PUD, but may require a modern refresh to meet
current market and buyer preferences
Surrounding area: Adjacent to residential neighborhoods and natural open space
Current conditions: Land is vacant, utility connections are nearby
The site is a tax reverted property currently owned by the Genesee County Land Bank
Authority. The property is a high potential property, and the acquisition cost of the land
will be built into the eventual pro forma submittal.
Portions of the site are in a floodplain as well as wetlands. The site is located near a
golf course development that contains single-family and duplex type homes in an
HOA/Condo setting.
This site was not developed and was forfeited for tax reasons.
MARKET CONDITIONS
The Grand Blanc Township housing market shows a steady demand for residential
housing ownership opportunities, supported by a limited supply of available homes.
Market conditions generally indicate homes selling within reasonable timeframes and
pricing remaining relatively stable. Recent median home sale prices in the Grand Blanc
area have typically ranged from approximately $249,000 to $285,000+, depending on
housing type and market conditions. While inventory levels remain low, new for-sale
development that is appropriately scaled and aligned with market preferences shows a
good local market. Household income levels and homeownership rates in Grand Blanc
Township provide a stable foundation for continued demand for owner-occupied housing,
including attainable and workforce-oriented homeownership opportunities.
Market conditions described herein are provided for informational purposes. A more
detailed analysis will be recommended.

SECTION 6 - SCOPE OF SERVICES
Development teams interested in serving as the developer for the site are invited to
respond to this RFQ. The developer selected through this process must demonstrate the
expertise, capacity, and track record to develop the site with new housing and identify and
secure the financing needed to make the project a success.
GCMPC and GCLBA see the developer achieving the following project goals:
a. Demonstrate the experience to return a high potential property to productive use and
put back on the local tax rolls
b. Provide a development concept that creates a mix of affordable (80-120% of median
income) workforce housing units and market rate units.
c. Provide a housing concept that expands homeownership options for moderate
income households with a focus on employer-assisted housing
d. Provide an engagement plan for working with the local community
e. Determine and provide a project funding concept that addresses funding gaps and
what subsidy tools could be used
f. Provide a housing concept that addresses the current housing trends and preserves
the current neighborhood aesthetic and natural features
EXPERIENCE AND QUALIFICATIONS
a. Experienced development team that has a history of developing homeowner
properties that contain affordable, workforce housing, and market rate unit
developments.
b. Capacity to identify, structure, and layer financing and identify ways to reduce
development costs and address funding gaps.
c. Experience working collaboratively with public entities and community members.
d. Experience in design and construction management capabilities with strong
problem-solving abilities.
e. Provide methodology and timeline for executing a successful development project.
