All questions must be submitted in writing and e-mailed to the Purchasing

established timeline for questions per these bidding documents. Please do not
call the Engineer/ Architect, Project Manager or Purchasing Office with
questions.
I. INTRODUCTION
The Town of West Hartford is soliciting statements of qualifications from
interested Design Firms to provide Professional Services to the Town of West
Hartford for the purpose of preparation of plans, specifications, cost estimates,
and construction administration for the renovation of 6 bathrooms at the
Sedgwick Middle School, located at 128 Sedgwick Road, West Hartford.
II. PROJECT DESCRIPTION
Basic scope of services shall include all phases of design, including a
comprehensive pre-design and programming, construction document preparation,
bidding, construction administration and commissioning. The Town will provide
front end documents, bid announcements, and project oversight. Due to the size
and nature of the project the project maybe completed over a two year period.
The goal is to replace the 12 gang bathrooms with a more modern, handicapped
accessible and low maintenance gang bathroom. (6 bathrooms on one side of
building and 6 bathrooms on the other.)
The design professional will be expected to perform an extensive walk through of
each facility to verify existing conditions. Review all available drawings.
A. Demolition and Removals
1. Demolition of walls down to studs
2. Remove all water and drain pipes. Sprinkler pipes can remain if only the
head needs to be re-located.
3. Bathroom partitions and fixtures
4. Radiators and control valves
B. New Work
1. Wall board
2. All new plumbing piping and fixtures
3. All new electrical and LED Lighting
4. Tile work
5. Conformance to all Federal, State and local codes.
III. QUALIFICATION OF DESIGN PROFESSIONAL
The design professional shall be a qualified and demonstrate knowledge and
experience in all applicable codes and standards, energy conservation and projects
of a similar nature and scope.
IV. TIME SCHEDULE
It is the Owner's intent to bid the project in the end of March 2021 with
construction contract award being made by the end of April 2021 thereby
facilitating actual replacement during the summer of 2021.
V. RFP RESPONSES
Submission Requirements
To achieve a uniform review process and obtain the maximum degree of
comparability, it is required that the Proposals be organized in the following
manner:
A. Title Page: Please indicate the RFP subject, the name of your
organization, address, telephone number, name of contact person and date.
B. Table of Contents: Clearly identify the material by section and page
number.
C. Letter of Transmittal: Limited to two pages. Identify the designate
contact person for all communication regarding this RFP process and
include phone and email contact information. Letter shall also include a
statement by the respondent accepting all terms, conditions, and
requirements contained in this RFP.
D. Response to Request for Proposal: Please provide an overview of your
approach to this project. Describe how you would satisfy the requirements
of the scope of services section. Provide a description of the company’s
total resources and identify the personnel that would be assigned to the
project with a description of their background and experience. The proposal
shall specifically list the tasks it will accomplish and a list of items the
consultant’s proposal shall not include.
E. Provide complete contact information on at least five (5) references for
engagements of a similar nature including a summary of the services
provided and the dates the services were provided. By similar in nature, the
Town means design and construction oversight of multiple restrooms of
schools. Identify any projects in which public funds, grants, and/or special
funds have been utilized.
F. Cost proposal shall be inclusive of all costs associated with the three
phases of the project: Design, Bidding, and Construction.
1. Due to COVID19, the Town Hall has restricted entry. For this bid,
we are allowing for electronic submission along with hard copy submission.
All participants must submit both. Hard copy must match electronic
submission, the Town maintains the right to reject any bid that does not
meet this criteria. Hard copies are to be received in the purchasing office
no later than 12:00 noon on December 22, 2020 to

posted at its entry to call for receipt.
Electronic submissions are required by December 18, 2020 at 2:00 PM. In

registered, you will gain access to the bid and the bid documents. Please

All RFP packages should be clearly marked and sealed with the Proposer’s
name and the words “RFP for Design Services for Bathroom Renovations
at Sedgwick Middle School bid #210014”
A. RFP COST
Proposers are responsible for all costs incurred in the development and
submission of their information packages. The Town assumes no
contractual obligation as a result of the issuance of this RFP, the
preparation or submission of information by a Proposer.
B. PRIME RESPONDENT RESPONSIBILITY & THIRD PARTY
RELATIONSHIPS
The Proposer should clarify its relationships with parties supplying
portions of the RFP solution and specify the portions that each party is
providing.
C. INSTRUCTIONS TO PROPOSERS
1. At the date of opening, it will be presumed that each Proposer has
made a thorough examination of all information relative to the services to
be performed under this contract; is satisfied as to the actual conditions
