Summary

As requested by the Public Utilities Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Professional Services (hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Proposers in accordance with the terms, conditions and specifications stated herein, in the Solicitation and/or attachments. The Proposers at a minimum, must achieve the requirements of the Specifications, Scope of Services or Scope of Work stated. All references to “Proposer” are also referred to as “Consultant,” “Firm,” “Offeror,” “Contractor,” and “Vendor.”

The County is seeking proposals from highly experienced and professional consulting firms for professional engineering services related to the evaluation, design, and replacement of the emergency power generators at the North County Regional Water Treatment Plant (hereinafter, the “NCRWTP”), located at 8005 Vanderbilt Beach Road, the South County Regional Water Treatment Plant (hereinafter, the “SCRWTP”), located at 3851 City Gate Drive, and Carica Pump Station, located at 7200 Goodlette Frank Road . The Consultant shall provide the most cost-effective option design to meet the facility’s emergency standby power supply requirements. The design shall include an opinion of probable construction cost, a recommended implementation plan to ensure emergency power during the generator replacement process, and expectations for the construction schedule.

Each Consultant shall demonstrate their qualifications and experience in its proposal and a proposed approach for the detailed services outlined in the Scope of Work. Based on Collier County’s evaluation of the proposals, a Consultant will be selected to enter into an agreement for professional services for this project.



Background

The Collier County Water-Sewer District constructed the NCRWTP in 1993 with a production capacity of 12 million gallons per day (hereinafter, “MGD”) utilizing membrane nano-filtration technology. In 1999, the NCRWTP was expanded to include eight (8) MGD of production capacity utilizing low pressure reverse osmosis technology. Initially, there were two (2) 1750 KW Caterpillar emergency generators supplying emergency power during FPL power outages and storm avoidance strategies. In 1999, two (2) additional Caterpillar 1750 KW generators were added with the reverse osmosis project expansion.

Currently, the existing indoor emergency generator system consists of four (4) 1750 KW Caterpillar generators, a Cummins control system utilizing Cummins switchgear, four (4) 300-gallon diesel fuel day tanks and closed transition capability. There are two (2) 20,000-gallon diesel fuel tanks located exterior to the emergency generator building. Radiators for the generators are located on the roof of the generator building. Current generator/switchgear configuration enables the plant to be fully operated by two (2) generators. As storm avoidance strategies are practiced at this facility, Tier 2 National Emission Standards for Hazardous Air Pollutants (NESHAP) compliance upgrades have recently been completed.

The SCRWTP consists of two (2) treatment processes, lime softening and reverse osmosis. The Lime Plant softening improvements were completed in 1987, and the reverse osmosis improvements were completed in 2007. The Lime Plant softening process has a total permitted capacity of twelve (12) MGD of potable water. The reverse osmosis process has a total permitted capacity of twenty (20) MGD of potable water. The SCRWTP emergency auxiliary power system consists of six (6) generators designed to provide operational flexibility. The facility can be powered through a combination of generators, ensuring at least two (2) remain on standby.

At the Lime Plant, the generator and switchgear configuration allows full operation using either two (2) 750 KW Cummins generators connected to a shared 10,000-gallon diesel bulk tank or a single (1) 1,500 KW Cummins generator with a 6,000-gallon diesel bulk tank.

At the Reverse Osmosis Plant, operations are supported by two (2) 2,000 KW Caterpillar generators, with an additional (1) 2,000 KW Caterpillar generator on standby. Fuel storage consists of two (2) 12,000-gallon diesel bulk tanks.

The Carica Repump Station located at 7200 Goodlette Frank Road is the main potable water pump station for the northern portion of the Collier County water district. The station has four (4) high service pumps on site and two (2) ground (2) 5-million-gallon storage tanks.

The Carica emergency auxiliary power system consists of two (2) generators designed to provide operational flexibility. See chart below on specifics on the existing generators.

The site has a bulk fuel storage tank of 12,000 gallons.

As part of storm preparedness measures, Tier 2 NESHAP compliance upgrades have been completed at all three (3) sites.
